! <br />I <br /> <br />IRRIGATE CENTRAL PARKS ENTRANCE <br />By: Mark Boos, Parks &Utilities Supervisor <br /> <br />Case # <br /> <br />Background: <br /> <br />As City Council may recall, the 2003 Capital Improvements Program projected $17,000 for <br />irrigating the new entrance area at Central Park. This project was also to include the turfed area <br />near the baseball field if the budget allowed. Attached to this case is the 2003 CIP worksheet. <br /> <br />Observations: <br /> <br />Earlier this year, the Park and Recreation Commission approved the specifications for the <br />irrigation project. The request for bids were divided into three alternatives. The first alternative <br />is the entrance corner and around the tennis courts. The second alternative would also irrigate <br />the pleasure rink grass (the area directly south 'of the baseball field). The third alternative is to <br />run a potable water line to the park entrance for a drinking fountain. A vandal resistant drinking <br />fountain is expected to be between $1,500 and $2,000 and was not a part of the request for bids. <br /> <br />The deadline for submitting quotations was March 4th, 2003. Four quotes were receiVed and are <br />totaled as follows: <br /> <br />· Anderson Irrigation Co. Inc., in the amount of $15,112 · <br />· Mickman Brothers Inc., in the amount of $17,880 <br />· Irrigation by Design Inc., in the amount of $18,460 <br />· Helmin Landscape Inc., in the amount of $18,900 <br /> <br />Anderson Irrigation is the lowest bidder for the total or by line item. Staff is recommending <br />proceeding with each element of the irrigation system, but seeks CounCil direction on installing a <br />drinking fountain near the entrance. <br /> <br />Attached for your information is Anderson Irrigation's bid form and the plans and specifications. <br /> <br />City Council Action: <br /> <br />Motion to adopt Resolution 03-03-XXX awarding the contract to Anderson Irrigation Company, <br />Inc. for the completion of the irrigation system no later than May 13, 2003 for a total amount not <br />to exceed $14,347 for items 1 and 2 on the attached bid. <br /> <br />And, <br /> <br />Motion to recommend/not recommend installation of a drinking fountain at a not to. exceed cost <br />of $2,653 which is the difference of approved amount of 2003 C.I.P less the approved bid <br />amount. <br /> <br />Reviewed by: <br />Parks & Utilities Supervisor <br /> <br />Copies to: <br />Public Works Director <br />Finance Director <br /> <br />CC: 03/11/03 <br /> <br />-251- <br /> <br /> <br />
