Olson;-Principal :City Engineer <br /> <br />I <br />I. <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br /> <br />Background: <br /> <br />' Over the past few years, new subdivisions were constructed with 2 ½ inches of <br />bituminous over 4 inches of gravel..(Class 5). The bituminous that is used in this type of <br />· section is similar to that'which is used for driveways. It has much finer particles or - _ <br />ag~egate and tends to. give theroad a finished look. <br /> <br /> Within the past ·year, the City Council formed a policy to require construction to be <br /> ~taged such that a building permit could not be received-unless 'there was a' .Class 5' or <br /> gravel base installed:. It also required that bituminous be installed before a Certificate of <br /> occupancy is received. Whereas this ensures'continuous access for pubhcsafety <br /> concerns, it presents a challenge to Developer' s. ~vhen it comes to construction staging. <br /> <br /> Additionally, according to recommendation from our soil engineer, a 7 ton design would 'be 3- <br /> inches of bituminous. Since bituminous should not 'be installed less than 1 V2 inches and since <br /> the first layer .of bituminous could be left over the winter, Staff recommends that the-current <br /> section in all new subdivisions within the MUSA be constructed with a minimum of 4 inches of <br /> gravel, 2 inches of bituminous binder course, and 1 ½ inches of'bituminous wear course-. <br /> <br /> This section has the following advantages: - '- <br /> · More. flexibility for the construction project <br />· Ensures continuous access for police and fn-e activities <br />· Ensures a stable roadway over.the winter months - <br />'o Allows the final layer of bitumi~aous to be installed' after the majority of the construction <br /> activity iscom, plete ' <br /> <br />And the following disadvantages:' <br />· 'More construction cost ($25/LF compared to.$20/LF) <br /> <br />Committee Action: <br /> <br />Motion to recommend tO the City Council to Change the residential standards for. <br />residential streets' to'4 inches of Class, 2 inches of bituminous binder and 1 ½ of <br />bituminous wear course. <br /> <br />Reviewed by:." <br /> <br />Public Works Director/Fire Chief' <br />City Administrator <br /> <br />PW: 2/1.8/03 <br /> <br /> <br />
