-26- Mayor Gamec requested that if any Councilmember receives a complaint regarding snowmobiles that they log the information and request that the resident send in a letter to City Hall so that it can be documented. Councilmember Pearson stated that he had received a phone call from a resident asking if the City Council was going to wait until someone is killed before they do anything about snowmobiles. Councilmember Strommen inquired as to what point the Council should be addressing the issue again. Mayor Gamec replied that the previous Council did hold a public hearing on a proposed snowmobile ordinance last fall, but they would have to start the process over again. Councilmember Kurak stated that the Council was approached by snowmobilers last year when they were discussing the ordinance and it was decided that they would hold off and see how this winter goes. It seems to her that the violations are extremely bad this year. At this point she would be looking very closely at implementing a snowmobile ordinance ~n the City of Ramsey. Mayor Gamec requested that the Council discuss the issue further under Mayor and Council input. Ed Hamilton, 6615 Highway #10 NW, Ramsey, stated that it was ilnportant that citizens of Ramsey be able to get copies of agendas without being charged for these items. He was told by City staff that he would have to pay to get information. By charging for the items they are discriminating against residents who are unable to pay. City Administrator Norman introduced Stephen Bosacker from the PACT Charter School. He explained that they are very interested in looking at Ramsey for a location around the Town Center site for their new school. At this point staff has just entered into discussions with the school. Stephen Bosacker, PACT Charter School, explained that the school was started in 1994 and stands for Parents Allied with Children and Teachers. They currently have 150 families in the school that come from all over the area. In order to establish the school long term they need to have a better facility and they would be very happy to be located in the City of Ramsey. Mayor Gamec inquired if they were looking at sites in the City other than the Town Center area. Mr. Bosacker replied that they are open to other sites, but time is an issue because they are hoPing to be in the new school by the Fall of 2004. City Administrator Norman noted that they have discussed the possibility of locating the school on the same site as the future Hope Fellowship.
