Councilmember Cook stated that the study would then have to be done at a cost to the City. Councilmember Kurak replied that it Would always be a cost to the property owners because why would the City initiate such a study on their own. Motion failed. Voting Yes: Mayor Gamec, and Councilmembers' Cook and Pearson. Voting No: Councilmembers Kurak, Strommen, and Zimmerman. AbStain: Councilmember Elvig. 2003 Street Maintenance Program The Public Works Committee directed staff to bring back the 2003 Street Maintenance Program in February to continue discussion of assessing large lots within a neighborhood and assessing commercial property. 5) Campaign Signage Staff reported that they are dealing With the situation of campaign signs in the right-of- way and this situation needs to be reviewed. The Public Works Committee requested that the issue be brOught back to the February Public Works Committee meeting. Motion by Councilmember Kurak, seConded by Councilmember Zimmerman, to ratify the recommendations of the Public Works Committee on cases 1, 2, 4, and 5. Motion carried. Case #4: Report from Personnel Committee The Personnel Committee met on February 11, 2003, to discuss the following cases: 1) Consider Appointment to Parks and Recreation Commission The interviews were continued until February 25, 2003. 2) Report Regarding Status of Human Resources Manager Position, Recommending Appointment of Interim HR Manager and Approval of Contract with Labor Relations Associates, Inc. for Recruitment Services The Personnel Committee recommended that the City Council adoPt 'Resolution #03-02- 043 attthorizing the City Administrator to hire Giovanna Reed as a temporary employee to serve as h~terim Human Resources Manager effectiVe February 18, 2003, and adopt City Council/February 11, 2003 Page 11 of 14 -33-
