ISSUE: 1. Property rights not infringed. 2. Keep items out of comp plan to support the
cities case in court if challenged. Bob Ramsey.
ISSUE: Prop. rights. Ron Hunt.
Property Rights
1. No 4 in 40
2. Incorporate open space in development (win-win)
3. City should pay for additional park or open space
4. City invest in comp plan
5. Just compensation/incentive to preserve wetlands (buffering)

ISSUE: Growth is NOT inevitable. Kind Probable - Prudent - Rate. Met Council quotas
are problem - not solution. No forced sewer and water hookups. Eric Zaetsch.
ISSUE: 1. Long term density transition plan. Not based on current or potential property
value but overall planning of the city with its residents. Transitions from low, medium,
and high density. 2. Residents make decisions on their property. 3. Appropriate zoning to
protect current & established property owners. Gary Levine. '
SlJM1\.1ARY OF DISCUSSION: Consensus is absolutely needed between citizens, to
work with outside influences/goals [e.g. Met Council]. Hope to form a vision-that is
widespread in support, unified even though 100% agreement is impossible. Form based
approaches are promising and deserve inclusion in the Comp Planning - outside
consulting may be needed. Respects existing neighborhoods is an absolute requirement.
Rate, kind, and location of growth must be planned & (can't make out), Flexibility is
needed but TRUE density, transition or boundary attention is required - yet flexibility to
do a gradient or an open space region (of a real size not a token) with clustering internal
and the open areas on the existing perimeter where people live. Accessibility is the key to
attracting commercial & restaurant ventures. Job growth goals should look for a major
"anchor" site campus as well as smaller employees as non-concentrated. High end jobs
are THE GOAL.

ISSUE: Moving a growing nuinber of people without turning Ramsey into a freeway.
Mary Jo Olson. .
Transportation/Alternatives
. Focus on providing facilities/resources so short trips will do it
. Interconnections
. Become a destination, rather than a pass through for other communities
. Insure preservation of businesses along 10/47 as expansion of roads takes place
(frontage roads? Alternative to freeway development?)
. How do we connect neighborhoods without compromising our natural resources?
. We HATE Highway 10!!!!
. We need the bridge
. Better sidewalk system leading to schools
. Complete trail system
. Bus service to the "Fertile Crescent" - partner with other suburban bus lines
(Medicine Lake Lines)
. How do our transportation corridors look: trees, benches, trash receptacles, etc. Pull
in bays in scenic spots

City of Ramsey Open Space Event notes
May 4-5, 2007
Page 4

138
