<br />Councilmember <br /> <br />moved for the adoption of the following findings of fact: <br /> <br />RESOLUTION #07-05:'_ <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT # <br />REQUEST FOR A CONDITIONAL USE PERMIT <br />TELECOMM:UNICATIONS TOWER. <br /> <br />RELATING TO A <br />FOR A 165-FOOT <br /> <br />WHEREAS, T-Mobile USA, hereinafter referred to as "Applicant", has properly applied <br />for a Conditional Use Permit to construct and operate a monopole communications tower <br />("Tower") on the property located in Alpine Park at 6600 Alpine Drive, or legally described as: <br /> <br />(the "Subject Property"). <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1. That the Applicant appeared before the Planning Commission for a public hearing <br />pursuant to Section 9.03.05 of the Ramsey City Code on June 7,2007 and that said public <br />hearing was properly advertised and that the minutes of said public hearing are hereby <br />incorporated by reference. <br /> <br />2. That the Parks Commission heard the request for a tower on the Subject Property, and <br />recommended that the City Council <br /> <br />3. That the Subject Property is occupied by a park use, and is zoned Public-Quasi Public. <br /> <br />4. That the Applicant is requesting that the City lease a 40 foot by 60 foot portion of land <br />on the Subject Property (Site) to facilitate the construction and operation of a <br />telecommunications tower. <br /> <br />5. That the Applicant is proposmg to construct a 165-foot self-supporting monopole <br />communications tower. <br /> <br />6. That the property to the north, east and west are zoned R-l Residential and the property to <br />the south is zoned public-quasi public. <br /> <br />7. That City Code requires ground mounted equipment to be screened from view by suitable <br />vegetation, except where a design of non-vegetative screening better reflects and <br />complements the character of the surrounding neighborhood, as determined by City <br />Council. <br /> <br />8. That City Code limits construction of telecommunications towers in City-owned parks to <br />those that are adjacent to industrial or commercial uses. <br /> <br />9. That landscaping, intended to screen the tower base and equipment building, will be <br />required and said landscaping is subj ect to City approval. <br /> <br />10. That the tower base and equipment will be completely enclosed with opaque, board <br />fencing. <br /> <br />13 <br />
