<br />WYOMING (04/09/07)-Reinhart wanted to create a subdivision of
<br />"affordable" one-acre lots in Lincoln County. After an initial applica-
<br />tion was denied by the water department, he submitted anew subdivi-
<br />sion application. Reinhart did not plan on building homes on the lots
<br />iD. the proposed subdivision, but, rather, he wanted to sell the individ-
<br />uallots.
<br />Before the subdivision proposal was heard, the county commissioners
<br />adopted an emergency moratorium on land use permits itl lli-llnCOrporat-
<br />ed parts of the coumy. While the moratorium, which the commissioners
<br />claimed was necessary due to a period of unprecedented gro'W"th in the
<br />area, was in effect, a new comprehensive plan and land use regulations
<br />were developed.
