After an initial applica- <br />tion was denied by the water department, he submitted anew subdivi- <br />sion application. Reinhart did not plan on building homes on the lots <br />iD. the proposed subdivision, but, rather, he wanted to sell the individ- <br />uallots. <br />Before the subdivision proposal was heard, the county commissioners <br />adopted an emergency moratorium on land use permits itl lli-llnCOrporat- <br />ed parts of the coumy.
