<br />Councilmember Strommen pointed out that the residential streets also have traffic from recycling <br />and yard waste trucks. <br /> <br />Public Works Director Olson indicated in this case if there are any dumpsters in the townhouse <br />association there is likely just. one single hauler for all the garbage which would involve one <br />truck per week, while there would be one truck per day for this particular use. He would not <br />necessarily be concerned about that. The road is built strong enough and there is annual <br />maintenance perfonned on the road. A sealcoat is done every five years; there could be a <br />provision made for an additional sealcoat as part of tIns project. With regards to the parking <br />being restricted to residential, he would suggest Clnef Way comment on the enforcement of that. <br />These streets were built wide enough to accommodate parking on both sides. <br /> <br />Police Chief Way advised that a "Residential Parking Only" sign would be difficult to enforce in <br />knowing what the purpose is of the individual that parked. He pointed out that residential <br />parking may occur in the parking lot when businesses are not open. <br /> <br />Acting Mayor: Elvig stated he appreciates the difficulty, but the signage may at least be a <br />deterrent. <br /> <br />Councilmember Strommen noted in the City of St. Paul where residential areas meet commercial <br />areas parking stickers are issued to the residents and there are "Residential Parking Only" signs <br />posted. She. agrees they could post the signs in the hopes that it deters other parking. <br /> <br />Acting Mayor Elvig suggested the situation be monitored with the ability to move quickly if it <br />becomes an issue. <br /> <br />Public Works Director Olson indicated there is a case later in the agenda regarding a parking <br />issue that can be resolved quickly Vlrith parking restrictions. The developer of this site is not <br />relying on street parking to accommodate the business parking. If there is an issue with this site <br />in the future the adjacent neighborhood is already together with regards to opposing any parking <br />that may occur on the street, and if they were to conie forward at a Public Works Committee <br />meeting he does not see that there would be much opposition. <br /> <br />Mr. Hassett asked if the residential roads are built wide enough for parking on both sides. <br /> <br />Public Works Director Olson replied, generally, public street standards are at a 24-foot width if <br />there will be parking restricted on both sides, 28 foot Vlridth if there will be parking restrictions <br />on one side, and 32 foot width if parking will be allowed on both sides. <br /> <br />Mr. Lindberg asked what the timefranle allowed for construction will be when the project begins. <br /> <br />Public Works Director Olson indicated construction work can begin at 7:00 a.m. unless a special <br />permit is received from the city administrator to begin as early as 6:00 a.m. Generally a 6:00 <br />a.m. start time is not allowed unless it is strictly a commercial area. <br /> <br />City Council / April 24, 2007 <br />Page 13 of 38 <br /> <br />P21 <br />
