T-Mobile has identified the area directly
north of the landfill site as a neighborhood with a significant gap in coverage.

The following items are enclosed for your information:

a) Site location map
b) tower design and site plan, per applicant
c) site plan, per City staff
d) Proposed restrictive covenant amendments
e) Letters from residents
f) Proposed findings of fact
g) Proposed conditional use permit

Notification:

State statute requires notification of the public hearing to property owners within 350 feet of the
subject property. Staff sent out notices to all property ovvners within 350 feet.

Observations:

T-Mobile has submitted a conditional use permit application to construct a telecommunications
tower and a 60 foot by 40 foot compound in Alpine Park. The proposed tower would be a
monopole, in accordance with City Code, and proposes three co-location sites on the tower.
There would be no building, but the compound area would include ground equipment platforms.
An 8-foot, chain link fence with barb wire is proposed to enclose the compound, and would
connect to the existing fence on the park property.

Towers located within City-owned parks are required to be reviewed by the Parks Commission
prior to approval by the City Council. Towers will only be considered in parks that are adjacent
to a commercial or industrial use. Also, City Code indicates a preference for towers located on
existing structures within parks or park maintenance facilities. .'-

According to City 'Code, an applicant must co-locate on an existing tower, unless the City
Council finds that the proposed antenna/tower cannot be co-located within a one-mile search
radius of the proposed tower. According to the applicant's submitted search ring, there are no-
existing towers within the Alpine Park area. The water tower located on 7000 Sunwood Drive

1
