<br />CASE # J- <br /> <br />REQUEST FOR A VARIANCE FROM MAXIMUM FRONT YARD SETBACK FROM <br />STREET RIGHT -OF-WAY FOR THE ANOKA COUNTY MEDICAL EXAMINER <br />FACILITY IN TOWN CENTER; CASE OF PSD~ LLC~ AND ANOKA COUNTY <br />By: Sylvia Frolik~ Asst. Dir. <br /> <br />Background: <br /> <br />PSD, LLC, and Anoka County are proposing to develop the new Medical Examiner facility on a <br />portion of Outlot GG in Ramsey Town Center. The site consists of 1 acre fronting on <br />Rhinestone Street N. W, south of Sunwood Drive and north of Civic Center Drive. The following <br />items are enclosed for your information: <br /> <br />a) Site location map <br />b) Site Plan <br />c) Proposed resolution for fmdings of fact <br />d) Proposed resolution for variance <br /> <br />Observations: <br /> <br />The subject property is zoned Town Center Sub-district TC-3. Section 9.20.25 (3) (b) of City <br />Code establishes a minimum front yard setback of 0 feet and a maximum front yard setback of <br />15 feet, as measured from building front to street right-of-way. <br /> <br />The front yard setback proposed for the medical examiner facility ranges from 13 to 53 feet. <br />The reason for siting the building beyond the front yard setback maximum is to facilitate a future <br />building expansion. For interior functionality, a future expansion to the west side of the building <br />works best for the expanded uses anticipated. The west side of the building happens to be the <br />side fronting on Rhinestone, for which the maximum setback of 15 feet applies. <br /> <br />Until that building expansion occurs, the plans for the initial development make use of <br />architectural and landscaping features to give the illusion that the building is closer to the street <br />than it appears. On the north end of the building, there is an outdoor garden/patio planned that <br />will be encompassed by a black wrought iron fence and plant hedges to give the illusion ofa <br />hard edge being closer than the 53 feet that it is to the building. In addition, a decorative <br />wrought iron fence and landscaping is also being installed along the north and west property <br />lines to bring a hard edge to the property line in those areas where excessive setbacks are used to <br />preserve area for a future building expansion. The canopy over the entrance from Rhinestone <br />Street is being extended out to the sidewalk. There will be planters constructed for landscaping <br />just south of the entrance door with canopy. The remainder of the future expansion area south of <br />entrance and planters, along Rhinestone Street, will be landscaped with trees and shrubbery to <br />fill the gap between building and sidewalk. <br /> <br />13 <br />
