Olson, Principal City Engineer

Background:

The Ramsey Engineering Department is requesting authorization to send out a Request for Proposals for
aerial topographical contour information. Since elevation information is so critical in evaluating our storm
sewer needs and instrumental in developing a Storm Water Management Plan for the entire City, the Storm
Drainage Utility would be used to fund this request.

The Engineering Department has received some preliminary numbers for the cost of this work from two of
the reputable firms that offer this service. There appears to be two major costs associated with this work:
aerial information and ground control. Aerial topographical costs are eStimated at $120,000.

We intend on using Hakanson Anderson to assist us in the ground control and surveying aspects of the
project. They have estimated the cost for this aspect of the project to be $32,850.

This RFP outlines minimum terms and conditions that must be met by the aerial vendors to be considered a
viable proposal. This Request for Proposals from area vendors has the intended purpose of retaining a single
vendor service to provide professional services to supply digital aerial tographical information as well as
reproducable mylars and contact positives to aid the Engineering Department in its review of development
proposals and drainage complaints.

The Engineering Department is requesting council authorization to solicit "Request for Proposal for Aerial
Photography topographical contour information". The notice of "Request for Proposal" will be published in
the Anoka County Union as well as posted at City Hall. Vendors who have expressed an interest in
providing the service will be notified of the opportunity to submit a proposal.

Recommendation:

Staff recommends Council make a motion authorizing the Engineering Department to seek "Request for
Proposals" from interested aerial topographical photography consultants.

Council Action:

Motion by City Council to authorize the Engineering Department to formallY advertise the "Request for
Proposal" with the intended purpose of retaining one aerial photographY vendor to provide aerial
photography along with topographical contour information for the City.

REVIEWED BY:
City Administrator Jim Norman
Director of Public Works Dean Kapler

-13-
