CASE # <br /> <br />ADOPT ORDINANCE TO AMEND CITY CODE CHAPTER 8 <br />(BUILDING AND HOUSING) <br /> By: Community Development Director Sylvia Frolik <br /> <br />Background: <br /> <br />The State will be converting from the Uniform Building Code (UBC) to the International <br />Building Code (IBC) at the end of the month. Municipalities with populations in excess of 2,500 <br />must update their codes to reflect the change. On March 11, 2003, the City Council introduced a <br />self-perpetuating ordinance that is intended to always reflect the most current edition of the State <br />Building Code. <br /> <br />Notification: <br /> <br />No specific notification is required to amend Chapter 8, Building Code. <br /> <br />Observations: <br /> <br />On March 11, 2003, some of the Councilmembers questioned the major differences between the <br />UBC and the IBC. Flre/Building Inspector Jerry Streich recently participated in a Building Code <br />Administration seminar and a great deal of information was obtained about the conversion to the <br />IBC. Mr. Streich and Mr. Huff have indicated that there are 'no monumental' changes in the <br />conversion, except that the IBC allows buildings to be built larger if they are fully sprinkled. <br /> <br />Staff made a minor addition to the ordinance that was introduced on March 11. A section was <br />added to confirm that the City will be requiring permits for re-roofing and re-siding j obs. <br /> <br />Recommendation: <br /> <br />City Staff recommends adoption of the self-perpetuating ordinance. The ordinance is enclosed <br />for review and consideration. <br /> <br />Council Action: <br /> <br />Motion by and seconded by <br />__ adopting the Minnesota State Building Code. <br /> <br />Roll call vote: Councilmember David Elvig <br /> Councilmember A1 Pearson <br /> Councilmember Sarah Strommen <br /> Councilmember Patti Kurak <br /> Councilmember Todd Cook <br /> Councilmember Gerald Zimmerman <br /> Mayor Tom Gamec <br /> <br />to adopt Ordinance #03- <br /> <br />Review Checklist: <br /> <br />City Administrator <br />Building Official & Inspectors <br />City Attorney <br /> <br />CC: 03/25/03 <br /> <br />-147- <br /> <br /> <br />
