organization may have had a rough start last year. However, they got some things done and
there is an amazing opportunity in 2007.

Member LeTourneau commented when Mr. Piggott spoke at the Business Connection Meeting
he said it all happened in Lakeville and the southern metro over the last 20 years, and this
quadrant has been ignored. Mr. Piggott said if they do not do something about it as Anoka
County, Minneapolis will be redeveloped again, and they will be left in the dark.

Chairperson Riley requested staff to keep the Board up to date on the progress of Anoka County
Partnership.

Consensus of the Board was to direct staff to schedule a presentation by Mr. Piggott.

Motion by Member LeTourneau, seconded by Member Strommen; to authorize membership
payment of $10,020.00 to Anoka County Economic Development Partnership DBA Anoka
County Partners (Invoice #2005-126).

Motion carried. Absent: Members Elvig, Kiefer, and Steffen.

Case #3:

167th and Hwy 47 Commercial Node

Economic Development Coordinator Sullivan reviewed that at the April 19, 2007 EDA meeting
consensus was reached to meet with the owners of the properties located in the NW Quadrant of
16ih A venue and Highway 47. Rather than creating a concept and bringing it to the owners to
consider, the direction was to have the City and EDA listen to their needs and see if there is a
role for the City. It would be determined if all of the owners are on the same page. The other
theme that came out of the EDA discussion was to take care of the City's existing businesses.
Mr. Sullivan advised staff recommends forming a committee consisting of one EDA member,
one Council EDA member, and the Economic Development Coordinator to meet with the owners
of the l67th Commercial Node. He has talked with Bob Muller, and he will be providing him
with contact information.

Chairperson Riley pointed out that there was discussion of helping businesses in the City, while
some of the action taken by the landowners may work contrary to the businesses.

Councilmember Strommen stated there are the owners and the businesses, and there are also the
residents in that area that would have input on what they would like to see as a far as a
commercial node. It would be good to have an initial meeting with the owners. However, this
would fit in with the comprehensive plan process, and one of the things that will be occurring in
the process will be to spin off smaller areas of topic. This may become a topic to discuss the
issues and to plan for this node. She suggested the committee meet with the owners, followed by
something that is more open to the larger community.

Member LeTourneau stated he agrees there are many different elements and people involved, but
the process needs to start with the owners.

Economic Development Authority/May 10, 2007
Page 5 of7

5
