<br />Councilmember Look inquired about applying these costs to the storm water runoff fund. <br /> <br />Councilmember Jeffrey stated he is on board with discussing eliminating the sealcoating <br />assessment. He pointed out that the City of Elk River assesses 100% of the overlay. He <br />requested that the financial information prepared by Finance Officer Lund include information <br />about the actual cost to the property owner over a 20 year period of time with the 100% overlay <br />assessment in comparison to Ramsey's assessment of 50% for overlays and sealcoats. <br /> <br />Interim City Administrator Nelson indicated direction is needed regarding how to proceed for <br />2007. If the Council intends to eliminate sealcoat assessments this year staff will need to come <br />up with options to fund that $116,000. If the intent is to look at this with the 2008 budget the <br />discussion will be incorporated into the budget process. <br /> <br />Consensus of the Council was to include consideration of eliminating sealcoat assessments in the <br />2008 budget process. <br /> <br />Case No.3 was moved up next in the agenda as Case No. lA. <br /> <br />lA) Request for Blair Anderson Day <br /> <br />Mayor Gamec stated Blair Anderson, Senior Pastor of Lord of Life Church in Ramsey, will be <br />leaving Lord of Life Church. Pastor Anderson has worked with Youth First, the Boy Scouts, the <br />Police Department, and has been involved in many programs and activities in the community. <br />Mayor Gamec asked if the Council would be in agreement with a proclamation to name May 31 5t <br />as Blair Anderson Day. <br /> <br />Councilmember Elvig stated this is a small token for someone that has done great duties. <br /> <br />Consensus of the Council was to direct staff to prepare a proclamation to name May 31, 2007 as <br />Blair Anderson Day. <br /> <br />Interim City Administrator Nelson indicated the proclamation will be included on the May 22, <br />2007 City Council meeting agenda. <br /> <br />Mayor Gamec left the meeting at 8:58 p.m. <br /> <br />2) Hwy 10 RALF Acquisition <br /> <br />Interim City Administrator Nelson reviewed that at the April 24, 2007 work session, staff <br />updated Council on the status of Highway 10 property acquisitions through the RALF program. <br />Staff provided Council with a draft policy regarding the City's priorities in purchasing properties <br />in the future Highway 10 corridor. Staff would like to continue the discussion about acquisition <br />priorities, including business hardship issues. Staff would also like to discuss the impact or <br />property management in this corridor to the City's resources. Staff would like additional <br />feedback on the policy; there was a desire to keep flexibility in the policy. <br /> <br />City Council Work Session / May 15,2007 <br />Page 5 of9 <br />
