<br />Interim City Administrator Nelson indicated she is uncomfortable trying to come up with this <br />sort of plan absent Public Works Director Olson. If it would not hurt the project she would <br />suggest tabling this request to allow Mr. Olson to work out the type of escrow account that is <br />being discussed. She asked how many units will be leased out with this project. <br /> <br />Mr. Ness replied all of the units in the development would be sold. There will be a total of 45 <br />units, with 15 three unit buildings. <br /> <br />Associate Planner Daines stated regarding the sewer and water trunk fees, they have had this <br />discussion with Public Works Director Olson in October. They discussed the options for <br />charging trunk fees because the developer did not feel it was fair to charge trunk fees right away. <br />They discussed the association being responsible to maintain an escrow with the City for those <br />trunk fees. <br /> <br />Mayor Gamec suggested this be included on the next agenda with the answers to these questions <br />and an agreement that has been prepared. <br /> <br />Councilmember Elvig asked if there is a timing issue with this request. <br /> <br />City Attorney Goodrich responded in the negative. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Strommen, to table a request for <br />revisions to the Development Agreement for the final plat of North fork Office Condos. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Strommen, Dehen, Jeffrey, <br />Look, and Olson. Voting No: None. <br /> <br />Case #6: <br /> <br />Request for Final Plat and Final Site Plan Approval of GAD's Prairie; Case <br />of Tri-Cor Development <br /> <br />Associate Planner DaInes reviewed that in May of 2006, the City received an application from <br />Gary and Aaron Stritesky to develop 7 detached townhomes on the property generally located <br />south of146th Avenue on County Road 5. The City Council considered the preliminary plat and <br />a zoning amendment to PUD for GAD's Prairie and unanimously approved both requests on a 6- <br />o vote. Since May 2006, the Stritesky's have sold their interests in GAD's Prairie to Tri-Cor <br />Development. After unsuccessfully seeking a revised preliminary plat proposal, Tri-Cor has <br />submitted a final plat application that substantially conforms to the approved preliminary plat. <br />Ms. DaInes stated the applicant is proposing 7 detached townhomes. The property is zoned R-2 <br />medium density residential, which allows up to 7 units per acre. The overall density of the <br />project is 4.1 units per acre. A revised grading and drainage plan has been submitted and is <br />generally acceptable to staff. The final landscaping plan is also acceptable. Ms. Daines sated the <br />units are a mix of single-level and two-level homes.
