<br />Interim City Administrator Nelson indicated from a staff perspective, she is looking for four <br />councilmembers to nod and say they want to talk about a topic at work session. If there are not <br />four councilmembers that want a discussion about televising work sessions there is no point to <br />bring it forward and take up work session time. One concern is that there are seven <br />councilmembers and if each of them bring her six topics for work session, there would be 42 <br />agenda items. There are things that come up that staff has to bring forward to work sessions. <br />She is looking for a consensus from most of the Council to bring a topic forward for discussion. <br /> <br />Councilmember Dehen suggested councilmembers present ideas for work session agenda items <br />to the City Administrator, with a work session to discuss the prioritization of the agenda items <br />and whether to eliminate items that are not a priority to the majority of the Council. <br /> <br />Councilmember Strommen stated the Council Input portion of the City Council meeting is to <br />raise issues the councilmembers have. They need to discipline themselves not to debate an issue, <br />but rather to debate whether to include the issue on a work session agenda. <br /> <br />Consensus of the Council was to direct staff to include the topics of televising work sessions and <br />verbatim minutes on a work session agenda. <br /> <br />Councilmember Look suggested a work session discussion regarding service contracts over a <br />certain threshold, such as $10,000 or $25,000, to be required to go out for RFP. <br /> <br />Councilmember Strommen observed there does not seem to be a consensus to include the topic <br />on a work session. She suggested the topic be included on a Finance Committee agenda, and <br />that Councilmember Dehen could attend the meeting to participate in the discussion. <br /> <br />Councilmember Dehen asked if there is consensus to include a work session review of service <br />contracts over $50,000. <br /> <br />Councilmembers Dehen and Look expressed their support in the work session topic. Mayor <br />Gamec, Councilmembers Elvig, Jeffrey, Olson, and Strommen did not express support in the <br />work session topic. Councilmember Strommen requested staff to include the topic on a Finance <br />Committee agenda. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Look, seconded by Councilmember Olson, to adjourn the meeting. <br /> <br />Motion carried. <br /> <br />The regular meeting of the City Council adjourned at 9:33 p.m. <br /> <br />City Council / May 22, 2007 <br />Page 23 of 24 <br />
