<br />CASE # Lf <br /> <br />ADOPT RESOLUTION REGARDING ANOKA COUNTY COMMUNITY ACTION <br />PROGRAM (ACCAP) APARTMENT BUILDING SITE PLAN AND <br />AND USE OF THE MUNlCIP AL PARKING RAMP; <br />CASE OF ACCAP AND J. JOHNSON, INC. <br />By: Sylvia Frolik, Executive Director/Housing & Redevelopment Authority <br />And Amy Geisler, Associate Planner <br /> <br />Background: <br /> <br />On June 13, 2006 the City Council granted preliminary plat approval to the ACCAP apartment <br />project to be constructed in front of the municipal parking ramp within the Town Center. <br />ACCAP plans to submit a funding application to the Minnesota Housing Finance Agency <br />(MHFA) later this month. As part of this process, the applicant is requesting that the City extend <br />preliminary site plan approval for an additional year, and to affirm the project's use of the <br />municipal parking ramp. The following items are enclosed for your information: <br /> <br />a) Site location map <br />b)" Preliminary Site Plan <br />c) Proposed resolution <br /> <br />Observations: <br /> <br />In regard to the project's use of the parking ramp,:MHFA is looking for some assurance from the <br />City that dedicated parking spaces in the municipal parking ramp will be provided for tenants of <br />the apartment building. Council will recall that a Parking Maintenance and Use Agreement was <br />signed between the City land Ramsey Town Center LLC. This agreement in part allocates <br />parking spaces in the M:unt~ipal Ramp to various uses included in the Parking Maintenance Area <br />surrounding the ramp. P;~ Fat agreement, the apartment site is allocated up to 80 parking spaces <br />for 40 residential units. The Agreement.does not discuss the assignment of specific spaces for the <br />I <br />apartment building; which I specific spaces would be set aside will need to be worked out with the <br />applicant during final site plan review, and would be documented in the Development <br />Agreement for that projectl <br />I <br />The applicant is also requesting a one-year extension to the preliminary site plan approved on <br />June 13, 2006, to accommodate the grant applicant process timeline; this term is included as Item <br />#2 in the attached resolutidn. . <br /> <br />-111- <br />
