<br />Councilmember <br /> <br />introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #07-06-_ <br /> <br />A RESOLUTION GRANTING A ONE YEAR EXTENSION TO PRELIMINARY SITE <br />. PLAN APPROVAL AND AFFIRMING INTENT TO ALLOCATE RAMSEY <br />MUNICIPAL PARKING RAMP SPACES FOR THE ANOKA COUNTY COMMUNITY <br />ACTION PROGRAM APARTMENT PROJECT <br /> <br />WHEREAS, the 2001 City of Ramsey Comprehensive Plan identifies goals and policies <br />which include, but are not limited to the following: (a) working with local and regional housing <br />agencies to identify low and moderate income housing needs; and (b) providing a balanced <br />supply of housing for people of all income levels, ethnicity and physical abilities; and <br /> <br />WHEREAS, the Ramsey Town Center Master Plan indicates the desire to include a <br />wide range of income levels and unit sizes within the Ramsey Town Center; and <br /> <br />WHEREAS, the document entitled "An Analysis of Potential Demand For Workforce <br />And Senior Housing in Ramsey, Minnesota", prepared by Maxfield Research, Inc., and dated <br />April 2006, identifies the need for more market rate and affordable general occupancy rental <br />units and references Ramsey Town Center as the best location for rental housing; and <br /> <br />WHEREAS, on May 9, 2006, the City Council of Ramsey approved submittal. of a <br />request to the Anoka County Housing and Redevelopment Authority (ACHRA) for the allocation <br />of $400,000.00 of Ramsey's dedicated HRA levy towards the Ramsey Town Center apartment <br />project, as proposed by Ab.oka County Community Action Program and J. Johnson, Inc.; and . <br />I <br /> <br />WHEREAS, onl June 13,2006, the Ramsey City Council adopted Resolution #06-06- <br />178 approving the prelurlinary site plan for a 40 unit apartment building, affirmed the allocation <br />of Anoka County BRA levy funds, affirmed the intent to transfer land, and the provision of tax <br />increment financing assi1tance to the ACCAP-Rmnsey Town Center apartment project; and <br /> <br />WHEREAS, the' preliminary site plan for the proposed apartment proj ect anticipates <br />utilizing the Municipal Barking Ramp to satisfy the parking requirements for the residential use; <br />and <br />WHEREAS, the City of Ramsey and Ramsey Town Center, LLC, executed a Parking <br />Improvement Use and Maintenance Agreement (the "Agreement") on February 22, 2005 for the <br />Municipal Parking Ramp in the Town Center core area; and <br /> <br />WHEREAS, the site of the apartment project is located in the part of Town Center <br />designated as the Parking Maintenance Area in the Agreement, which is served by the Municipal <br />Parking Ramp; and <br /> <br />-115- <br />
