Case #2

Consider Shouldering Material to be used in 2007 Street Maintenance
Program

Background:

As a part of the process of overlaying streets in rural areas it becomes necessary to transition the
new raised grade of th,e pavement to the adjacent grade. Ideally, this transition would be the one
and one half inch height of the overlay tapered over a distance of two feet. The material that has
been used for shouldering through the 2003 program had been topsoil dressed with seed and
mulch. While this eventually would provide an aesthetic appearance of having a maintained lawn
ending at the edge of the bituminous, using topsoil for shouldering has a number of
shortcomings.

Class 2 is a dense well graded mixture of aggregate sizes which is similar to Class 5 except that
the largest partic1eis % inches in diameter versus 1 inch for Class 5. This Class 2 shouldering
aggregate eliminates the negatives outlined with topsoil used as a shoulder material. Staff feels
that the use of Class 2 material provides a superior shouldering material when compared to the
use of topsoil. It is especially valuable at intersection radii where shoulders are particularly
difficult to maintain with the use oflighter topsoil.

Motion to recommend to City Council that Class 2 material be used for shouldering in the 2007
Street Maintenance program, and that a record of complaints and time spent in addressing them
be submitted to the Committee prior to the 2008 program.

Action:

Ratify the recommendation of the Public Works Committee.

Case #3

Now and Then Street Improvements

Background:

At the April 18, 2006 Public Works Committee meeting the subject of the reconstruction of
Gamet Street and 1 68th Avenue located in the Now and Then Estates subdivision was discussed
with the Committee. This subdivision is adjacent to the Brookfield Addition which is served
with municipal sanitary services. At that time Mr. John Peterson of Oakwood Land
Development indicated that he had spoken with the property owners within Now and Then
Estates and had reached a verbal understanding with approximately 80% of them favorable to
redevelopment. Mr. Peterson indicated at that time that he would be in a position to continue the
process of addressing the redevelopment later in the summer of 2006.

Consensus of the Committee was to direct staff to have Mr. Peterson report to the Committee
regarding the future development in the Now and Then Estates subdivision.

Action:

-144-
