close the access onto Town Center Drive, but that does not impact this plat, as it has access from
Rhinestone Street.

Councilmember Elvig questioned if the turn lanes will need to be addressed at some point in the
future.

Assistant Community Development Director Frolik replied in two years time Bunke r Lake
Boulevard will be reconstructed and the turn lanes would be removed.

Councilmember Elvig suggested a work session discussion regarding the impacts of how the
City may want to posture itself regarding these turn lanes and the reconstruction of Bunker Lake
Boulevard. He noted it may not affect this project, but it will affect the overall concept.

Mayor Gamec indicated the plans and specifications for the Bunker Lake Boulevard project are
moving up sooner than scheduled.

Motion by Councilmember Elvig, seconded by Councilmember Strommen, to grant preliminary
plat and preliminary site plan approval to Symphony at Town Center, contingent upon
compliance with the City Staff Review Letter dated April 26, 2007, revised May 17, 2007, with
the exception of the park dedication requirement and the requirement for the construction of turn
lanes which is being addressed in the final plat documents.
i
!
Motion carried. Mr. Ciders stated overall the
market has slowed down!. In Ramsey, K. Hovnanian has taken deep price discounts to spur along
the housing construction, and hopefully building on the momentum they have. Regionally the
market is down. It is ~nyone's guess when it will rebound, but K. Hovnanian is trying to
stimulate the market. Oouncilmember Elvig asked if K. Hovnanian is venturing forward with
Symphony because theX have a reasonable sense here. Mr. Ciders replied K. Hovnanian is
responding to the interest in the chateau homes with the mix being proposed. Mayor Gamec
stated the different style iof homes and the people and their ways of living is amazing. When he
moved to Ramsey it wa~ large lots and acreage, and now there are people that do not want that.
It is such an abrupt chan~e taking place in the community.

Case #5:

Request (or Amendments to Development Agreement for Northfork Office
Condos; Case of Saint Andrew's Investment Group, LLC
!

Associate Planner Daines reviewed that on December 28, 2006, the City Council approved the
final plat and site plan. for Northfork Office Condos, to develop the first fo.ur multi-tenant
commercial buildings on the property just north of 156th Avenue on the western border of
Ramsey.
