Associate Planner Daines replied the plan for the exact location of the trail has been conducted.
This would build on that to explore options for connectivity to that trail from Ramsey Town
Center and other key locations. It would also look at best practices for trail development like
how to connect the trail to future development in that area. There is a lot of vacant land on this
corridor and it would address how that fits in.

Councilmember Olson asked if this basically includes a focus on recreational trail use.

Associate Planner Daines replied yes, the proposal requests that they emphasize walkability and
trail development and the connection of trails to parks and other areas. It would emphasize park
and trail recreation, but would also deal with exploring the different options to increase physical
activity through things such as design for traffic calming. Those things would be organized
through the contract process.

Councilmember Olson stated this is an exciting opportunity that should dovetail nicely with the
discussions that have taken place with Ramsey3. It is a good opportunity to move some of that
forward to look at how they can make their community more walkable, not only for recreation.
but for other things too. !

,
!
I
Motion by CouncilmemlDer Olson, seconded by Councilmember Strommen, to adopt Resolution
#07-05-130 in support qf planning efforts that encourage active living and authorizing staff to
submit a proposal in res~onse to the Blue Cross Blue Shield Request for Proposals.
I
Motion carried. Voting Yes: Mayor Gamec, Councilmembers Olson, Strommen, Dehen,
Jeffrey, and Look. Votirtg No: None. Absent: Councilmember Elvig.
I
Councilmember Dehen l~ft the meeting.

Report f~om Finance Committee
i
Fire Engine Bid Award
!
i
Fire Chief Kapler reviewed that on February 13, 2007; the City Council accepted staffs
specifications and autho~ized soliciting bids for a new fire engine. Although bids were received,
staff recommended rejecting bids, altering specifications and re-bidding. Council approved that
action on April 24, 200t Chief Kapler stated bid proposals were received and opened on May
14, 2007, from two manufacturers, Custom Fire and GenerallRosenbauer. This past week staff
I
has done a thorough analysis of the bid documents. The table included in this case summarizes
those bids. Staff is very ~onfident that both bids meet the specifications.
i

Case #8:

1)

,
I
Fire Chief Kapler stated ~taff recommends awarding GenerallRosenbauer the contract to provide
a fire engine per Ramsey's specifications and General/Rosenbauer bid. Staff would like to add
back the installation of a traffic arrow light to be installed on the r~ar of the truck at an additional
cost of$711, bringing the contract total to $360,432.

Councilmember Strommen stated it was the recommendation ofthe Finance Committee to accept
staff s recommendation.

City Council / May 22, 2007
