The information presented in Table A would benefit 100 properties. Therefore, the
· average cost per unit for each element is readily apparent. A primary decision is what type of
subsidy, if any, should be offered as an incentive for improving dirt streets to a (a) well drained
gravel road or (b) a paved street.

If a subsidy incentive is offered, of what should it consist? Some consideration rni*~it be:

(1) Set a cap on the special assessment to an individual property.

(2)

Provide a subsidy to the cost of ali, or a percentage of, the bituminous paving
on/y.

(3)

Provide a subsidy as a percentage of the total project cost,, regardless of
alternative a or b.

(4)

Provide a subsidy to the costs of driveway culverts to be financed out of the
storrnwater utility.

(5) Provide a set amount of money to be divided equally among all benefited parties.

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I,
I
