I " PC# ~ <br /> <br />I <br />I <br /> <br />CONSIDER APPOINTMENT TO THE PUBLIC SAFETY BOARD <br />AND ESTABLISH TERM EXPIRATION DATES FOR <br /> SITTING BOARD MEMBERS <br /> <br />By: Givonna Reed, Interim Human Resources Manager <br /> <br />I <br />! <br />I <br />I <br /> <br />Background <br /> <br />In November 2002, Mr. A1 Pearson was elected to serve on the City Council. As a <br />member of the City Council Mr. Pearson is serving as a City Council liaison to the Public <br />Safety Board and may not, therefore, maintain his old seat on the Public Safety Board. <br />Staff advertised the vacancy that resulted from Mr. Pearson's election to the City Council <br />and received one letter of interest which was submitted by Mr. Joe Riddle, <br /> <br />Mr. Riddle has been invited to interview before a panel which includes the Personnel <br />Committee, the Chair and Vice Chair of the Public Safety Board and an ex-officio staff <br />member. The interview will be conducted May 13, 2003 at 5:30pm. <br /> <br />I <br />I <br />I <br /> <br />The interview panel should determine whether the applicant, Mr. Riddle, is suited to <br />serve a four-year term expiring December 31, 2006. Once this vacancy is filled, the <br />Public Safety Board will have a full complement of members. <br /> <br />Attached to this staff report you will find a brief description of the Public Safety Board <br />from the city code, a list of current Public Safety Board members, a copy of Mr. Riddle's <br />letter of interest and interview questions. <br /> <br />Additional Item for Consideration <br /> <br />In preparing this staff report it came to my attention that term expiration dates have not <br />been established for the following Public Safety Board Members: Tom Anderson, Brad <br />Paplham and David Lewandowski. Section 2.03.02, subd. 3 of the city code states that <br />board or commission members shall be appointed to staggered four-year terms. Section <br />2.03.02 subd. 6 indicates that board and commission members are limited to two <br />consecutive four-year terms plus a partial term of a predecessor. <br /> <br />After speaking with members of the Public Safety Board, it appears that Mr. Anderson <br />has been serving on the Board for approximately two years, therefore, staff recommends <br />a term expiration date of December 31, 2004. Mr. Paplham has been serving on the <br />Board since November 2002, therefore, staff recommends a term expiration date of <br />December 31, 2006.
