I PC# ~ <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />CONSIDER AUTHORIZATION TO BEGIN RECRUITMENT PROCESS FOR A <br /> CIVIL ENGINEER II <br /> <br />By: Givonna Reed, Interim Human Resources Manager <br /> <br />Background <br /> <br />As part of the Town Center Fiscal Impact Study, late last year departments were asked to <br />assess personnel needs over the next 13 years as the City experiences significant growth. <br />The assessment by staff indicated that there would be an immediate need for additional <br />civil engineering and planning staff to respond to the workload associated with <br />implementing Town Center development plans. As the Town Center workload began to <br />increase during the first months of this year, it became very apparent that the need to <br />increase staffing in the areas of engineering and planning was imminent. <br /> <br />At the April 29, 2003 budget meeting City Administrator, Jim Norman, introduced a <br />proposal to the City Council to begin the recruitment process for a Civil Engineer II <br />position. There was consensus that this item should be brought forward for consideration <br />by the Council. At this time, staff is requesting authorization to begin the recruitment <br />process for a Civil Engineer II position. <br /> <br />Duties and Responsibilities <br /> <br />The Civil Engineer II position would be responsible for civil engineering work that is <br />moderately complex to very complex. Typical duties include performing professional <br />civil engineering work in the design, construction or maintenance of engineering projects. <br />Specifically, this position would assist with or be responsible for contract administration <br />and plan review of the Town Center project and other miscellaneous subdivisions. <br />Minimum qualifications include a Bachelor of Science degree in Civil Engineering or <br />related field plus 3-5 years of engineering experience in the public sector. <br /> <br />Funding Sources <br /> <br />The 2003 salary range for this position would be $44,000-55,000. As we are halfway <br />through the year, this position will cost approximately $30,000 which includes salary, <br />benefits and workers' compensation insurance. Funding will be from the General Fund. <br />It is anticipated that this position will be funded in part by franchise fees from the fourth <br />quarter of 2003 and also from billable time as work is performed on the Town Center and <br />other billable projects. <br /> <br />An amended, balanced budget reflecting all changes approved by consensus at the April <br />29, 2003 meeting will be presented for adoption at a future meeting. <br /> <br />Committee Action: <br /> <br />G:~Adminislration~HumanResources\Recruitment\PW~Engineedng\authorization to recruit civil engineer II 05-13-03.doc <br /> <br />-291- <br /> <br /> <br />
