CONSIDERATION OF AUTHORIZATION TO BEGIN RECRUITMENT <br /> PROCESS FOR AN ASSOCIATE PLANNER <br /> <br /> By: Givonna Reed, Manager <br /> Interim <br /> Human <br /> Resources <br /> <br />Background <br /> <br />As part of the Town Center Fiscal Impact Study, late last year departments were asked to <br />assess personnel needs over the next 13 years as the City experiences significant growth. <br />The assessment by staff indicated that there would be an immediate need for additional <br />planning and civil engineering staff to respond to the workload associated with <br />implementing Town Center development plans. As the Town Center workload began to <br />increase during the first months of this year, it became very apparent that the need to <br />increase staffing in the areas of engineering and planning was imminent. <br /> <br />At the April 29, 2003 budget meeting City Administrator, Jim Norman, introduced a <br />proposal to the City Council to begin the recruitment process for an Associate Planner <br />position. There was consensus that this item should be brought forward for consideration <br />by the Council. At this time, staff is requesting authorization to begin the recruitment <br />process for an Associate Plarme~ position. <br /> <br />Duties and Responsibilities <br /> <br />The Associate Planner position is an entry-level professional planning position. Typical <br />duties include performing professional work in community planning or a related area <br />where an understanding of basic concepts, principles and techniques is required. The <br />Associate Planner would assist the Community Development Department by reviewing <br />land use applications, serving as a liaison to the Housing Committee and assisting the <br />Principal Planner on various Town Center related projects. Those projects include <br />research, meeting with housing developers to review ordinances and regulations and <br />reviewing specific site plans. Minimum qualifications include a Bachelor of Arts degree <br />in Urban/City Planning, Business Administration or Public Administration or a related <br />field, plus 1-2 years of planning experience in the public sector. <br /> <br />Funding Sources <br /> <br />The 2003 salary range for this position would be $42,740-$53,425. As we are halfway. <br />tl~rough the year, this position will cost approximately $28,000, which includes salary <br />benefits and workers' compensation insurance.
