-28- <br /> <br />City Attorney Goodrich recommended that the language in the resolution presented to the <br />Council be changed as follows: "The Ramsey City Council authorized contracted towing <br />services with Northstar Towing, Inc. The term of which contract shall be those as required by the <br />Request for Proposals and as specifically relates to said Northstar Towing March 31, 2003 <br />proposal, submitted in response to the Request for Proposal, for the term of one year <br />commencing May 1, 2003, expiring April 30, 2004." <br /> <br />Councilmember Kurak inquired if they will need to renew the contract each year. <br /> <br />Police Chief Way explained that they would be entering into a one-year contract with the second <br />year being an option. After the one year, staff will come before the Council to address the issue. <br /> <br />Councilmember Kurak inquired if the City is required to accept the lowest bid in the Request for <br />Proposals. <br /> <br />City Attorney Goodrich replied no. <br /> <br />C°uncilmember Kurak inquired if staff gave any consideration for a business being located in the <br />City. <br /> <br />Police Chief Way replied that he did not consider that when scoring the bids. <br /> <br />Councilmember Kurak inquired if other Councilmembers would have a concern with not <br />accepting a bid fi'om a local business especially when the scoring is so close. <br /> <br />Councilmember Zimmerman stated that he would prefer to give the business to a local business. <br /> <br />Councilmember Cook stated that they have to look at the scoring of the different services and <br />which services are used the most. <br /> <br />Councilmember Elvig inquired if the fees being indicated in the bids accurately represent fees <br />they have seen in the past. <br /> <br />Police Chief Way replied that often times there are additional fees that are added to a bill, but he <br />was unaware of what those fees were for. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Elvig, to adopt Resolution #03-04-094 <br />authorizing the contracted services of Northstar Towing, per the terms and conditions of the <br />contract, as amended by the City Attorney. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Elvig, Cook, Kurak, Pearson, <br />and Strommen.
