Case #11: Consider Changes to Municipal State Aid System City Engineer Jankowski stated that the City must make changes to the Municipal State Aid System (MSAS) prior to May 1, 2003 to be eligible for receiving needs consideration for the next fiscal year. Additionally, several streets within the Ramsey Town Center would become eligible to be constructed with state aid funds once they have been added to the MSAS. At their April 15, 2003 meeting, the Public Works Committee reviewed and recommended the proposed changes presented by staff. These changes add 2.73 miles to its system, which includes Sunwood Drive and two additional north/south collector streets within the proposed Town Center. Councilmember Cook stated that he was in support of the changes because it allows the roads to be constructed using state funding and gives the City funding to assist with developing the Town Center Councilmember Zimmerman inquired if with the addition of the mileage will it bring them to the allowable total. City Engineer Jankowski replied no, explaining that they still have over a mile that they are allowed, but staff will continue to look at other options. Councilmember Cook inquired if there were other areas that they could designate to the system prior to the resolution being submitted. City Engineer Jankowski replied that the Public Works Committee did discuss the possibility of dedicating 167th Avenue from Ramsey Boulevard to Armstrong Boulevard, which would be about 3A of a mile. Councilmember Cook stated that the Council has been talking about providing incentives to pave dirt roads and inquired if they could identify a mile of dirt road and designate it as MSA and use those funds to pave the road. City Administrator Norman replied that MSA roads have different qualifiers and did not think that would work. Motion by Councilmember Cook, seconded by Councilmember Elvig, to adopt Resolution #03- 04-100 modifying the City's Municipal State Aid System and direct staff to' designate the remaining one mile as appropriate.
