-42-

Case//14: Authorize Alpine Park's Players Bench Area Improvement

Parks/Utilities Supervisor Boos stated that with the Park and Recreation Commission's Five
Year Capital Improvement Program (C~) was a recommendation for improvements to the
player's bench areas of Alpine Park's ball fields. This project will fund exposed aggregate
concrete around all eight players' benches. The 35 yards of concrete will also connect the
player's benches to the walk opening at the backstops. Adding a concrete surface in these high-
wear zones will be an aesthetic improvement over the usual muddy or eroded conditions. The
greatest benefit, however, will be reducing maintenance in the heavy traffic areas by creating a
permanent surface. All eight of the "dugouts" are prepared and ready for concrete. Six quotes
were obtained, with the lowest cost of $8,200 offered by RSO Custom Concrete of Ramsey.
Approving this project would result in completion before the first May baseball game.

Motion by Councilmember Zimmerman, seconded by Councilmember Cook, to approve a not-to-
exceed amount of $9,000 from the Lawful Gambling Fund.

Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Zimmerman, Cook, Elvig,
Kurak, Pearson, and Strommen. Voting No: None.

MAYOR AND COUNCIL INPUT

1) Weekly Update-Town Center

Councilmember Elvig noted that in the Council's Weekly Update it stated that the Ramsey Town
Center developers will unveil their proposed final sketch plan. He felt that it should state that the
Ramsey Town Center LLC will present their final sketch plan since the Council has not seen the
plan.

Councilmember Kurak inquired if the meeting with the Ramsey Town Center LLC and the City
Council on May 1, 2003 will be televised.

City Administrator Norman replied that staff would contact QCTV to make sure the meeting is
televised.

Assistant City Administrator Nelson noted that an ad was written to be used on the website and
Cable TV regarding the Town Center Plan and the language from the Council's weekly update
was not included in that ad. The language in the ad was more general.

2) Trail Funding

Mayor Gamec noted that he had spoke with Mr. Oberstar in regards to his attempt to receive
funding for the City of Ramsey to link bike trails. He noted that he will keep the Council
informed as to the status of the possible funding.

City Council/April 22, 2003
