Assistant City Administrator Nelson requested direction on funding for the Happy Days event. <br /> <br />Consensus of the Council was that there should be no funding cut to the Happy Days event. <br /> <br />Director of Public Works/Fire Chief Kapler inquired if the Council is in support of a 1/3 <br />reduction in part time staff and more maintaining rather than improvements. <br /> <br />Consensus of the Council was to hire 10 seasonal workers. <br /> <br />Police Chief Way noted that the funding for National Night Out was being proposed to be cut <br />and was looking for direction from the Council on the issue. <br /> <br />Councilmember Kurak stated that they need to stay community oriented. <br /> <br />Councilmember Cook inquired if they can still hold the event at a lesser cost. <br /> <br />Police Chief Way explained that they are unsure as to how many parties may participate so it is <br />difficult to determine the actual cost. <br /> <br />Councilmember Cook suggested cutting the event this year and then reinstate it when there are <br />more funds available. <br /> <br />Mayor Gamec stated that he does not want to cut~ community functions; he would rather make <br />other cuts. <br /> <br />Councilmember Kurak inquired if it was possible to use funds from the Council contingency <br />fund to pay for National Night Out. <br /> <br />City Administrator Norman recommended that they leave the funding for the National Night Out <br />in the budget. <br /> <br />Mayor Gamec requested that staff look and see if there are additional ways to bring down costs <br />on items they were left in the budget. <br /> <br />Mayor Gamec recessed the City Council work session at 7:33 p.m. <br /> <br />Mayor Gamec called the City Council work session back to order at 7:40 p.m. <br /> <br />3) Fiscal Impact Study Update <br /> <br />City Administrator Norman stated that the City Council approved a recommendation by the <br />Town Center Task Force last year and authorized a Fiscal Impact Study on April 9, 2002. Staff <br />has been working with a fiscal planner from the firm of Hoisington Koegler Group, inc., (HKGi) <br />in coordination with Northland Securities Financial Consulting to develop the assumptions that <br /> <br />City Council Work Session/April 29, 2003 <br /> Page 11 of 15 <br /> <br />-55- <br /> <br /> <br />
