CASE # 1 <br />CONSIDER PARK DEDICATION FOR BRIDGEWATER <br />By: Leonard Linton, Civil Engineer II <br />Background: <br />Tom Rollings has submitted a preliminary plat application. to develop 5 single family lots on <br />approximately 1.5 acres located at 14765 Nowthen Boulevard.. The site is on the east side of <br />Nowthen Boulevard, north of Sunwood Drive. There is an existing house on the site that will <br />be removed to provide room for the new development. <br />The development is in the Prairie .Recreation .District. <br />Observation: <br />The planning commission case is attached for reference and is summarized here. The <br />proposed development does not,meet the standards for lot width at the. building setback or side <br />yard setback on several lots. The number of proposed units also exceeds the maximum density <br />for this area. The developer is asking for variances to these standards through use of a <br />planned-unit-development. Staff does not support the planned-unit-development request; since <br />it appears the standards can be met by creating 41ots instead of 5. The Planning Commission <br />action was to approve the request for aplanned-unit-development and deny the request fora 5 <br />unit plat. The planned unit development will provide some flexibility on this small site. The <br />Planning commission agreed with staff that placing 5 lots in the site would require too many <br />compromises to City Standards. <br />The site is small so land dedication is not practical. The site is adjacent to county road; <br />current standards require construction of trails along county roads. Staff has been directed to <br />have a trail constructed along Nowthen Boulevard before the start of the 2007-2008 school <br />year, the trail adjacent to this development will most likely be in-place before the project is <br />approved. Trail construction will not be a requirement of this developer if the trail is <br />completed. The planning commission recommended the trail be placed in the right of way to <br />be consistent with properties north and south of the site and to preserve site. area for the <br />development. <br />Staff Recommendation: <br />Staff recommends park dedication for Bridgewater in cash and trail fees be paid in cash. The <br />amounts based on revising the plat to 41ots are: -park dedication. $ 9,900 (41ots @ $2,475), <br />trail .fees $2,400 (4 lots @ $600.00). <br />
