Comment 8.12: We would like to see provisions made in the Town Center design to <br />accommodate a future potential pedestrian bridge~ over TH 10 connecting the Town Center <br />development to Mississippi West Regional Park. We concur that this should be aligned <br />with the proposed treatment pond south of TH 10. In the interim, provisions should be <br />made at the intersection of TH 10 and Ramsey Boulevard to accommodate pedestrian <br />movement between the park and Town Center. <br /> <br />Response: MMA response exPect~g <br /> <br />Corn m ent 8.1.3: The design of the Ramsey Boulevard and TH 10 intersection n~ust also <br />accommodate the future vehicular connection between the park and Ramsey Boulevard <br />south of TH 10. Ingress/egress to the park will need to be considered, with turn-lanes and <br />stacl<ing from TH 10 to the park entrance, and from the park entrance to TH' 10. <br /> <br />Response: MMA response ~xpec!ed <br /> <br />C om~nen t 8.14: The proposed settling pond, treatment pond, and infiltration ponds, should <br />be designed in such a manner as to meet the following objectives: bench in a tread way to <br />accommodate a future trail with a minimum width of ten feet, plus two-foot wide <br />shoulders, incorporate native plant materials that are suitable to the conditions of the site <br />and provide an aesthetic park-like appeal, provide holding capacity to accommodate a 100- <br />year flood event without over-topping the trail, and use an outlet structure at the <br />Mississippi River which minimizes visual and physical intrusion in the park. <br /> <br />Response: Appendix J was developed after the release of the draft AUAR document in <br />response to discussions with the County about the nature of the drainage outlet from TH 10 <br />to the River. Most of the items mentioned above are addressed in the new Appendix. <br />Details associated with items such as vegetation will be addressed during the detailed <br />design process if this option goes forward. If negotiations with the County do not lead to <br />the use of this outlet, other options that eventually lead to a River discharge elsewhere will <br />be developed. <br /> <br />Comment 8.15: The viewshed fi'om the park to the Town Center development should be <br />considered. To the extent possible, plant materials should be used to screen the view of <br />buildings or other man-made structures. Consideration of evening uses of the park should <br />also be accommoctated in lighting of the Town Center development. Light cast into the <br />park or visible from the park will have a long-term detrimental impact on use of the park <br />~br evening activities. <br /> <br />Response: Item 26 addresses the visual impact of the RTC on the Regional Park. The <br />Mitigation Element addresses the City Ordinance on lighting that will be followed to <br />minimize Iiglnt emission from the site. <br /> <br />Co m ~n en t 8.16: We support the preservation of a wildlife corridor between Lake Itasca <br />and tine Mississippi River. To that end, provisions should be made in the design <br />development of tile Town Center and the future park to ensure continuity in both the <br /> <br />34-13 <br /> <br />-161- <br /> <br /> <br />
