-176-

From: eric zaetsch [mailto:ezaetsch@hotmail.com]
Sent: Saturday, April 05, 2003 4:28 AH
To: Brian Olson
Cc: jands1999@hotmail.com; jfeges@ramsey03.com
Subject: AUAR - Ramsey Town Center LLC - acoustic & seismic/geotech consultants?.

Re: Ramsey Town Center, LLC -- AUAR - Night-time Acoustic Data and Analysis -
Vibrations & Oeotechnical Data and Analysis -- Social Noise/Vibration Impact Study,
Especially for Rental Housing Turnover Effects

Dear Mr. Olson

write as a concerned citizen.

Does John Feges live next to a railroad? Do you live next to a railraod? Does Mayor
Gamac? Does Councilmember Kurak? DoesCouncilmember Cook? Do any of the
other cc~uncilmembers? Councilmember Pearson is fairly close, I understand. Well,. once
I lived a quarter-mile from one, a relatively quiet urban line, in New Orleans. Even that
was noisy. Councilmember Kurak may have been in the City when the ~quipment was
still operating at the landfill, and may remember that noise. Perhaps the Kuraks moved in
later, after the landfill closed, but they can ask people who lived north of it. Actually, I
guess John Feges already knows people like it quiet when they sleep at night, and the
LLC has ideas and good plans already. Yet [[ think the City owes itself the time and
effort of checking.

Staff is probably aware of the question of vibration effects on foundations, basements
especially. I expect that there are soil related standards, and vibration related standards,
but it seems to me that to work out break-even analyses such a factor should be
measured and made Icnown to City staff, up front, in the AUAR process, so that enhanced
reinforcing, special grades of concrete, ~vhatever, can be factored into cost
projections from the beginning.

I kmow that Shatmon & Wilson is the preeminent soils and geoteclmical firm,
nationwide. I had the chance to talk to Bill Shannon a bit, in Seattle, before he retired. I
have just returned from the ramsey03.com website, the one, where, when you bookmark
the site (Netscape) or set a shortcut or favorite (Microsoft fnternet Explorer), ft comes up
on your files directory as "City of Rarnsey". They are not the City of Ramsey. The City
of Ramsey is the City of Ramsey. Somebody should tell Feges that it is really offensive
when this bookmark comes up for them, and not for the City itself, and it would be nice
PR if they simply and quietly corrected things by doing away with that website eh'or.
Nobody else has bothered to mention the offensiveness of it to Feges, so I am will copy
this to him.

Anxyway, I see no AUAR geotechnical consultant listed Oll the site. Also, 7[ see no
acoustic consultant.

i
I
I
I
I
I
1
I
I
I
I
I
I
I
I

I
I
I
