The mix of land uses, compactness and network of <br />greenways/drainage ways should induce bike and pedestrian trips for work, shopping, school, <br />entertainment, and recreational purposes. Jif not year round, at least seasonal. These internal trips would <br />replace some auto trips. The AUAR should address the potential for alternative mode splits and indicate <br />if some form of a pedestrian walk way system is still part of the project's development program. <br /> <br />Section 21- ll4itigation Element <br />Given the bleak long-term outlook for the timely availability of state and county funding (acknowledged <br />by the AUAR document) to complete the projects listed, and assuming the need to have the projec{s <br />completed by the time the Ramsey Town Center project is scheduled to be completed in 2007, it may be <br />useful to prioritize the projects that are critical to providing a reasonable level of acces~ to the project. An <br />emerging trend is for more local funding of critical highway projects needed to support ongoing local <br />development. The local funding is one means to insure that needed highway improvement projects are <br />constructed in a timely manner. Local funding strategies can range from fi~lly paying for the project such <br />as the new Tamarack Interchange in Woodbury, city/private partial funding provided to construct the 1- <br />494 Penn Avenue Interchange, or reimbursements. Reimbursements are typically financial agreements <br />between MnDOT and a municipality whereby the municipality funds a MnDOT project to accelerate the <br />timing of its construction. The municipality is refunded the project cost at a fiiture time when funds for <br />the project become available to the department. The AUAR should acknowledge the need for creative <br />funding mechanisms and partnerships if the mitigation projects listed are to be constrticted within the <br />desired time frame as determined in part by the phasing and timing of the Ramsey Town Center project. <br /> <br />Section 17- Water Quality - Stormwater Runoff <br />In the AUAR, alternative land consumption strategies were considered to reduce the amount of <br />impervious materials on the site. A suggestion is the design of a project that implements a shared parking <br />design to reduce the tendencies in commercial development to over design (given conventional parking <br />stall/commercial square footage ratios) the number of parking stalls constructed. <br /> <br />Wastewater Services (Donald Bluhm 651-602-1116) <br /> <br />Tile AUAR indicates the projected build-out flow from tile Town Center, currently located within the <br />2020 MUSA boundary, will be 4.2 Million Gallons pen' Day (MGD) and 7.3 MGD for the City as a <br />whole. The design flow per acre based on proposed land use type appears to be conservative, although. <br />acceptable. The City's design of the local wastewater systems is hi~er than those used by the <br />Metropolitan Council Environmental Services (MCES) to design metropolitan facilities. Based on the <br />information in the AUAR, MCES believes the actual fl0w fi'om the existing MUSA with the Town Center <br />would be 3.5 to 3.8 MGD. This requirement is consistent with Metropolitan Council Wastewater System <br />Plan. <br /> <br />The comprehensive plan will need to be amended to include tile Town Center prior to implementing the <br />AUAR. The long term flow projections for tile City of 7.3 MGD as shown in the AUAR is not consistent <br />with tile Metropolitan Council Wastewater System Plan and thus represents a substantial impact to the <br />Metropolitan Disposal System. This need for future sewer services will require changes to the Systems <br />Plan. A meeting should be established between the City and the Metropolitan Council to discuss this <br />need. <br /> <br />-179- <br /> <br /> <br />
