I
I
I
I
I
I
I
I
I

I
I
I
I
I
I
I

Mr. Patrick Trudgeon
Page 2
May 13, 2003

For questions on parmership efforts to identify additional funding for roadway improvements,
please contact Ken Johnson, Area "A" Engineer, at (651) 582-1499.

On page 17-10, the AUAR shows an increase in the run-off rate to Mn/DOT Right of Way.
The run-off rate to Mn/DOT Right of Way must not be increased, and drainage patterns must
be perpetuated. The development will probably need a drainage permit. When the final
AUAR is submitted, it should be accompanied by drainage area maps, and storm drainage
maps, and computations for 10-year and 100-year storms, for both ex/sting and proposed
conditions. Agencies which will need to grant approval are listed on page 8-1 and 8-2 of the
AUAR. This list should be amended to include the neighboring property owner in drainage
area 10 for the wetland mitigation of the bordering wetland. Figure 12-6 sho~s Anoka
County extending Ramsey Boulevard southward into the park. The City ofRamsey '
suspended construction on the connection to TH 10 - Ramsey Boulevard for the Rivenwick
development in the southeastern quadrant to TH' 10 - Ramsey Boulevard Until Mn/DOT
finalizes plans for the intersection. Anoka County, or the Rivenwick developer, must provide
an area for a storm drainage pond to handle the increased run-off from this intersection due to
added lanes. Page 12-7 of the AUAR summarizes the wetland mitigation. Wetlands must be
mitigated at 1 to 1, and Public Value Credits at 2 to 1. In drainage area 10, there seems to be
a discrepancy in the mitigation rate. For questions on any of these points, please contact Pam
Selden, Mn/DOT Metro Water Resources Engineering, at (651)634-2410.

Any work on, or affecting Mn/DOT Right of Way will require a permit, including access,
drainage, or other impacts. For questions on permit issues, please contact Keith Van Wagner
of the Mn/DOT Metro Division Perm/ts Section at (651) 582-1443.

As a reminder, Ramsey Boulevard is County State Aid (CSAH) Route 56. Sunfish Lake
Boulevard Northwest is County State Aid Route 57. Any work on a CSAH route must meet
State Aid rules and policies. Also, the County must review any changes to its County State
Aid system so that they stay within its system limitations. Please note that both CSAH 56,
and CSAH 57 are within Anoka County's jurisdiction and the County must have the
opportunity to review and comment on the proposed development as well. You may obtain
additional information regarding State Aid rules' and policies in any of the following ways:
http://www.dot.state.mn.us/stateaid/shows or has links to the applicable forms and the
Mn/DOT State Aid Manual.
Refer to the Mn/DOT State Aid Manual, Chapter 5-892.200 for information regarding
standards and policies.
~ Please go to http://www.revisor.leg.state.mn.us/arule/8820/for information regarding
State Aid Operations Rules Chapter 8820.
For driveway standards, the designer is directed to refer to the Mn/DOT Road Design
Manual (English) Table 5-3.04A and Figure 5-3.04A for guidance and policies.
Driveway widths, other than those recommended, up to 50 feet will be permitted only by
special permission of the Commissioner of Transportation or designee.
Please contact Jim Deeny in our State Aid section at (651) 582q389 with any additional
questions.

-183-
