References to a developed wellhead <br /> protection plan should be modified to completion of Part 1 and continuing development <br /> of Part 2. <br /> <br />"The most controlled land use inthe ffZHPA is the use of underground storage tank~ to store <br />petroleum and any other potentiaIly harmful substance. Underground tanks are allowed in the <br />WHPA if the tanks are double-walled and groundwater around the tank is monitored for <br />contamination from a possible leak in the tank. However, the use of underground tanks in these <br />areas is strongly discouraged. In the case that a leak occurred, alternative water sources, such <br />as the emergency connection with the City of Anoka, wouM potentially have to be used". <br /> <br />This statement overemphasizes the impact of a leaking underground storage tank on public water <br />supply wells. Also, the "most controlled land use" in a wellhead protection area is a site-specific <br />and debatable issue that may be taken up in the development of each wellhead protection plan. <br />Each City in consultation with the MDH establishes its priority for address potential contaminant <br />sources within its WHPA/DWSMA. <br /> <br />Recommendations: <br /> 12. Reference to underground storage tanks should be removed from the discussion of <br /> WHPA. Discussion of wellhead protection should emphasize that the process is specific, <br /> and tailored, to land use conditions within each WHPA/DWSMA. The development of <br /> the City's wellhead protection plan and priority of contaminant sources should be left up <br /> to the City in consultation with the MDH. <br /> <br /> 13. The statements regarding wellhead protection in this section should be combined with <br /> other wellhead protection statements, found throughout the document, and placed in the <br /> Water Use section/item. <br /> <br />The three departments that reviewed this document have attempted to provide a thorough review <br />of the AUAR for the Ramsey Town Center. Realistically, there will be changes to the plans to <br />consider and many more levels of detail to review as the development progresses. Many of these <br />changes and details will have the potential to impact the County irrfxastructure. Because of this, <br />we ask that the City and the developer continue to work closely with the County on the issues <br />raised in this review. <br /> <br />-193- <br /> <br /> <br />
