-26-

Mr. Feges replied that the City received an $800,000 grant to assist with the d0nstruction of
Sunwood Drive in addition to contributing MSA funds for other roads within the Town Center,
which are all funds that save the developer money.

Mr. Jacobson stated that money is an important issue, but the bigger issue is the time flame for
moving forward with the project.

Councilmember Kurak replied that money is a concern because the City does not have money to
throw around.

Mr. Jacobson stated that the process of approval and moving forward with the pr, oject is more
critical.

Councilmember Elvig stated that it was his understanding that the developer has offered a
reduction in the land cost to the Charter School because the developer feels it 'is very important
for the Town Center to include a community school.

Mr. Feges replied that in addition to the reduction in the land cost they have also found other
funding options to reduce their costs as well.

Councilmember Strommen inquired if they were at a point in the process where they could
discuss possible businesses that may be part of the Town Center; at a point where they can
update who might be coming on board.

Mr. Feges reviewed some educational interests in the area, and explained that they are currently
in serious negotiations with Allina to be a key component of the Town Center. In addition, they
have five major commercial developers hiring architects to show what they would like to do in
the Town Center as well as letters of intent for housing.

Conncilmember Kurak inquired if the City and Ramsey Town Center, LLC were on the same
page in terms of design guidelines.

Principal Planner Trudgeon replied yes.

Councilmember Zimmerrnan inquired if there was an estimated cost for constructing the
overflow to the river.

Principal 'City Engineer Olson explained that the estimated cost was $630,000 when they were
looking at piping the entire overflow, but there will be enough trunk fees generated to handle
surface water, water and sewer.

City Administrator Norman noted that one of the biggest reasons the community has embraced
the project is the services that will be provided.

Councilmember Elvig stated that another commodity Ramsey needs to come up with is staff. He
inquired as to how staff was handling the large workload.

City Council Work Session/May 6, 2003

!
I
I
I
!
I
I
i
I
I
!
I
I
I
I
!
I
I
I
