being paid to Seabury & Smith, third party administrator for PEr. In addition, the City is <br />cm'rently paying 2% of premiums to TC Field for agent of record services. Services provided by <br />TC Field include: assistance with ongoing benefit management; am~ual review, cost analysis and <br />plan design recommendations; administrative handling of plan changes; and annual renewal <br />evaluation and recommendation. Recent communications with CBIZ and TC Field indicate that <br />services provided by CB[Z are more comprehensive and more responsive to the City's needs than <br />those offered by TC Field for the same cost. In terms of service, the change would mean one- <br />stop shopping for assistance with the City's benefits plans. In terms of cost, this sxvitch would <br />mean that the 2% of premiums designated for administration of the benefits plan would be paid <br />to CBIZ instead of to TC Field. If the City ultimately decides to switch from PEIY to' another <br />carrier, the City would realize a savings of approximately $4,000 because one company (CBIZ) <br />would be paid to assist with management of the benefits plan instead of two (Sea.bury & Smith <br />and TC Field). If staff's recommendation to appoint CBIZ as the City's agent of record for <br />health insurance is accepted, two percent of premiums would be paid to CBIZ beginning January <br />2004. However, CBIZ would begin working immediately to audit the City's current benefits <br />plan, develop a long-range strategic plan, assist with labor/management 'communications, <br />develop bid specifications and conduct a bid analysis. TC Field has confirmed that there would <br />be no penalty if the City elected to terminate its agent of record agreement with TC Field for <br />health insurance. <br /> <br />Councilmember Cook inquired if it was possible to form a larger group to get lower rates. <br /> <br />Interim Human Resources Manager Reed replied that the City can get some lower rates as being <br />part ora pool, which is one of the things CBIZ will look into. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Pearson, to recommend that the <br />City Council appoint CBIZ Benefits & Insurance Services, Inc. as the City's agent of record for <br />health and related employee benefits. <br /> <br />Motion carried. Staff is requesting authorization to fill <br />the Patrol Officer position left vacant by Mr. Sullivan's resignation. At its November 2002 <br />meeting, the City Council authorized staff to begin recruiting to fill a Patrol Officer left vacant by <br />a series of internal promotions that began with the retirement of the former Police Chief.' Gina <br />Wieler was hired as a result of the recruitment process.
