<br />. <br /> <br />Board Member Max arrived at 6:43 pm. <br /> <br />POLICY BOARD BUSINESS <br /> <br />Case #1: <br /> <br />Draft Wetland Buffer Guidebook <br /> <br />Coordinator Anderson distributed a draft of the wetland buffer guidebook to the Board Members. <br />Board Member Bentz inquired as to whether there should be some definition of Riverine wetland <br />included in the guidebook. After some discussion, general consensus with that it was not <br />necessary to include in this guidebook. There was general consensus among the Board that the <br />draft guidebook looked good. <br /> <br />Motion by Board Member Max and seconded by Board Member Freeburg to have Board <br />Members review the guidebook and provide any comments and/or revisions to Coordinator <br />Anderson no later than March 16,2007; once those have been incorporated into the guidebook, <br />Coordinator Anderson is to proceed with printing. <br /> <br />Motion carried. Voting Yes: Chairperson McDilda, Board Members Bentz, Freeburg, Olds, Max <br />and Sibilski. Voting No: None. Absent: None. <br /> <br />Case #2: <br /> <br />Wetland Functions & Values Final Report <br /> <br />. <br /> <br />Coordinator Anderson advised the Board that the final report, map and supporting data has been <br />received and the Board has now had an opportunity to review it. A public hearing had been <br />scheduled for the March 1, 2007 Planning Commission meeting; however, that meeting was <br />cancelled due to inclement weather and the cases from that agenda have been shifted to the <br />regular April Planning Commission meeting. Staff is recommending that after the public <br />hearing, the draft map be forwarded to City Council for formal adoption. <br /> <br />Councilmember Strommen asked Coordinator Anderson if Planning Commission Chairperson <br />Nixt had been updated regarding this information prior to the cancelled Planning Commission <br />meeting. Coordinator Anderson was uncertain but would make sure that he is updated prior to <br />the April meeting. <br /> <br />Councilmember Strommen volunteered to update the two new Council members regarding the <br />wetland buffer ordinance. <br /> <br />Board Member Sibilski referred to the email message he sent out to Coordinator Anderson and <br />the Board regarding some of his concerns. Board Member Sibilski disagreed with the <br />consultant's decision to eliminate the quarter mile buffer around known occurrences of <br />endangered or threatened species. Board Member Sibilski stated that his opinion was that at the <br />very least a lesser buffer should have been used rather than just eliminating it altogether as this <br />undoubtedly reduced the number of higher ranking wetlands. <br /> <br />Board Member Max concurred but also provided another view point which was that this may <br />. give even more credence to the rankings because the argument can be made that this was a <br /> <br />Environmental Policy Board!
