<br />Mayor Gamec indicated the sign would need to be replaced within 60 days upon written notice <br />from the City. <br /> <br />Public Works Director Olson indicated if the monument is removed the area should be restored. <br /> <br />City Engineer Janl(owsl(i indicated the minutes of this meeting will be forwarded to the Planning <br />Commission for review when the conditional use permit is considered. <br /> <br />Case #2: <br /> <br />Consider Modifications to the Municipal State Aid System <br /> <br />City Engineer Janl(owski explained the municipal state aid system consists of collector <br />roadways, which are designated by the City and approved by MnDOT to be a part of the system. <br />These roadways become eligible for funding from state gas tax revenues for both construction <br />and maintenance. In 2007 the City will receive $858,449 as its total annual allocation, which is <br />an increase of $109,539 over the allocation received in 2006. Mr. Jankowsl(i explained the <br />amount the City receives each year is dependant upon population and the estimated amount of <br />dollars needed to bring the designated MSA system up to system standards. Hence, a newly <br />constructed roadway will generate no needs dollars while a nonexistent roadway designated for <br />future construction will generate considerable needs dollars. The needs for each City <br />participating in the program are submitted annually to MnDOT and the amount of needs dollars <br />are divided proportionally. In 2006 participating cities received $15.19 per $1,000 of <br />documented need. Mr. Janl(owsl(i advised cities are allowed to designate up to 20% of the <br />system mileage as MSA routes, and with the construction of 2.96 miles of new roadway in 2006 <br />the City now has the potential to add 1.55 miles to its MSA system. New segments must start and <br />terminate on the existing system and MnDot must agree to the reasonableness to any proposed <br />changes to the MSA's. <br /> <br />City Engineer Janl(owsl(i stated staff would lil(e to review the eXIstIng system with the <br />Committee and propose the addition of a new segment, which would consist of 173rd Avenue <br />(County Highway 63) between Armstrong Blvd and Variolite Street to the City's MSA system. <br />This segment is 2.0 miles long and is presently a County roadway; however it is scheduled to be <br />turned over to the City. In order to have sufficient mileage available to be able to add this <br />segment in it will be necessary to remove 0.45 miles from the current system. An opportunity to <br />obtain this needed mileage is available by removing this amount of mileage by revol(ing the <br />MSA designations on portions of 142nd Avenue and Traprocl( Street. This route has been a MSA <br />route since the 1980's, but is no longer consistent with the Comprehensive Plan since this route <br />runs through what is now planned to be a regional County Park. The revised segment shown on <br />Figure 2 for this area has this segment reconnecting to Riverdale Drive through the Outlot <br />formerly reserved for the Mississippi Bridge Crossing. Following the changes proposed by staff <br />the City will have 0.15 miles available for designation. <br /> <br />City Engineer Jankowsl(i indicated with the approval of the Committee and the City Council <br />these proposed revisions will be submitted to the State Aid for Local Transportation Department <br />of MnDOT for review and comment. It will be necessary for the City Council to pass a formal <br />resolution requesting system modifications prior to May 1, 2007 in order for any new additions <br />to be included in the next round of needs determination.
