CASE #J

UPDATE ON DIRT DRIVEWAY PAVING
By: Steven Jankowski, City Engineer

Background:

City Council has directed staff at the May 8, 2007 City Council meeting to prepare
information relative to the goal of eliminating unpaved driveways within the City. The
benefit of such a goal would be the reduction of sediment migrating onto paved City
streets and into the storm drainage system. Secondary benefits would be improved
neighborhood appearance and higher property values. The purpose of this case is to
update the Committee on the progress toward this goal.

Since Council wishes to consider a monetary incentive for residents by having the City
pick up a portion of the cost of the paving it is important to determine the potential
number of driveways which might be eligible for such a program. It would also provide
information on the potential financial impact to City residents as well. In attempting to
quantify the number of driveways affected, staff will be reviewing subdivision
information provided by the Community Development department which can identify the
number of lots in each subdivision. Since development standards in sewer and water
serviced areas require hard surfaced driveways, these subdivisions will be considered to
be fully compliant for having paved driveways. It would be staff observation that the
newer the subdivision the more likely it is that driveways will be paved. Staff then
intends to roughly group subdivision by year constructed and do spot surveys in
representative neighborhoods to determine the percentage of unpaved drives to project an
estimated total number within the City.

Staff will also be obtaining cost estimate from a local paving contractor to provide an
overall estimate of project costs. It is anticipated that this information will be available
for consideration at the July Public Works Committee meeting.

Action:

. None required. This case is for informational purposes.

Reviewed By:
Director of Public Works/Principal City Engineer
Community Development Director

PW: 06/19/07

7
