CASE #g

UPDATE ON STORM WATER IMPROVEMENTS IN FOX RIDGE ESTATES
By: Steven Jankowski, City Engineer

Background:

Project 07-03 of the 2007 Street Maintenance Program includes the sea1coating and
cracksealing of Fox Ridge Estates. An illustration of this project area is attached to this
case. In investigating drainage issues at the' intersections of Potassium Street with
Potassium Court and 172nd Lane it has become apparent that storm sewer would be the
best solution to resolving the drainage problems that exist along a 1200 foot segment of
roadway illustrated in the attached figure. The storm sewer installation will affect half of
the 30 foot wide roadway and will not be able to be scheduled until mid to late August.

It would therefore not be advisable to sea1coat this segment of street in July with the
remainder of this subdivision. Staff would propose that this segment be eliminated from
this year's. program and placed on the 2008 sealcoat schedule. As a result of this
elimination four properties proposed for the $252 sealcoat assessment will not receive
sealcoating of any of their frontage in 2007 and another 5 properties will receive a partial
sealing of their street frontage. The issue to be addressed is how these properties should
be treated relative to assessments for the 2007 program. As you know sea1coat
assessments are proposed but not assured of being eliminated in 2008.

Recommendation:

Staff recommends that all nine properties affected be retained on the 2007 assessment
role for project 07-03 and that a letter be sent to these residents explaining the schedule
for storm sewer and sealcoating improvements and the decision on the 2007 sea1coating
assessment.

Action:

Motion to recommend to City Council that all nine properties affected be retained on the
2007 assessment role for project 07-03 and that a letter be sent to these residents
explaining the schedule for storm sewer and sealcoating improvements and the decision
on the 2007 sealcoating assessment.

Reviewed By:
Director of Public Works/Principal City Engineer

PW: 06/19/07

9
