Case # I <br />PUBLIC HEARING & ADOPT ORDINANCE AMENDING CHAPTER 7, SECTION 7.61 <br />ENTITLED "LAWFUL GAMBLING" OF THE CITY CODE AND CALL FOR A <br />PUBLIC HEARING <br />By: Diana Lund, Finance Officer <br />Background: <br />On June 27, 1994, Ordinance #94 -05 repealed and replaced S7.61 of the City Code entitled <br />"Lawful Gambling ". This was the last time the City had updated its gambling ordinance. <br />To more closely match the gambling ordinances of neighboring cities in both terminology and <br />contribution rates, City Council was presented with proposed changes to the ordinance at <br />worksessions on April 3 and May 8, 2007. <br />The attached ordinance was introduced at the June 12, 2007, City Council meeting with a Public <br />Hearing to be held on June 26, 2007. The ordinance incorporates the changes recommended at <br />the April 3 and May 8 worksessions. The changes are as such: <br />- Contribution of 5% to the City's Charitable Gambling Fund <br />- Business or operation needs to be located in the City of Ramsey for at least two <br />years. A grandfather clause was included for two current premise permit <br />holders who are not located within the City. <br />- Detailed quarterly reports reflecting how each organization spent their <br />required 75% "Lawful Purpose Expenditures" within City's trade area. <br />Failure to report will be brought back to City Council for discussion on whether <br />or not to revoke premise permit. <br />The amended ordinance would go into effect for those organizations currently holding a premise <br />permit(s) on August 1, 2007. <br />Funding Source: <br />No funding source required. <br />Council Action: <br />Adopt Ordinance #07 -XX Amending Section 7.61 of the City Code entitled "Lawful Gambling ". <br />Reviewed By: <br />1 -101— <br />
