CASE #: q <br />REQUEST FOR FINAL PLAT AND FINAL SITE PLAN APPROVAL <br />OF GAD'S PRAIRIE: CASE OF TRI -COR DEVELOPMENT <br />By: Breanne Dalnes, Associate Planner <br />Background: <br />In May of 2006, the City received an application from Gary and Aaron Stritesky to develop 7 <br />detached townhomes on the property generally located south of 146 Avenue on County Road 5. <br />In conjunction with this plat, a request for a rezoning to Planned Unit Development (PUD) was <br />also submitted to allow for a unique housing type of detached townhomes and reduced setbacks. <br />The City Council considered the preliminary plat and a zoning amendment to PUD for GAD's <br />Prairie and unanimously approved both requests on a 6 -0 vote, with David Jeffrey absent. <br />Since May of 2006, the Stritesky's have sold their interests in GAD's Prairie to Tri -Cor <br />Development. After unsuccessfully seeking a revised preliminary plat proposal, Tri -Cor has <br />submitted a Final Plat application that substantially conforms to the approved preliminary plat. <br />The following items are included in your packet for your information: <br />a) Site location map <br />b) Final plat, revised <br />c) Building Elevations <br />d) City Council meeting minutes for Final Plat, May 22, 2007 <br />e) Preliminary Plat Resolution <br />f) City Council minutes for Preliminary Plat, dated June 27, 2006 <br />g) Final Plat Review Letter dated May 18, 2007 <br />h) Anoka County Highway Department Review Letter dated May 7, 2007 <br />i) Draft Development Agreement <br />j) Final plat resolution for approval <br />Notification: <br />In accordance with state statute, notification of the preliminary plat public hearing was properly <br />advertised. <br />Observations: <br />The applicant is proposing 7 detached townhomes. The property is zoned R -2 medium density <br />residential, which allows up to 7 units per acre. The overall density of the project is 4.1 units per <br />acre. Because detached townhomes were not defined in City Code when the preliminary plat was <br />considered, a PUD rezoning was processed and approved for this site. The units are a mix of <br />single -level and two -level homes. Detailed building elevations have been submitted and are <br />included in your packet. <br />-203- <br />
