temporary access to the site, provided the City and applicant work to eliminate that access in the
future.
The site is challenged, and no alternative accesses are available at this time. Staff has required
the construction of a temporary cul -de -sac, to be extended into the adjacent properties to the
northwest upon their development. Staff believes , that eliminating a total of three existing
accesses serving four parcels is important, and can be achieved through the proposed GAD's
Prairie plat. This is an opportunity for a long -term solution to offer accesses to the four properties
while accommodating the property rights to develop within the allowable density. The proposed
access adds 6 additional homes on the existing single - family access and temporarily increases the
number of vehicles on CSAH 5. However, it will eventually reduce the number of accesses by
allowing the three northern properties to obtain access via Helium Street. At that time, a 980 foot
cul -de -sac will result. The Fire Chief has examined this proposal, and is comfortable with
allowing the over - extended cul -de -sac in the future, given the easy accessibility from CSAH 5.
However, he has stated that any fencing will reduce the ease to accessing the property, and
therefore would not be recommended. Additional screening can be accomplished through the
addition of tall and short shrubs.
Therefore, Staff is recommending approval of the final plat, contingent upon the City Staff
Review Letter dated May 18, 2007, and the Developer entering into a Development Agreement
that specifically requires the elimination of the County Road access at such a time -that the
temporary cul -de -sac is extended to connect to 146t Avenue.
Funding Source:
The developer is responsible for all improvements associated with this plat.
Council Action:
Motion to adopt Resolution #07 -05 -_ to approve the final plat of GAD's Prairie contingent
upon compliance with the City Staff Review Letter dated May 18, 2007, and the Developer
entering into a Development Agreement/Permit with the City that specifically requires the
elimination of the County Road access at such a time that the temporary cul -de -sac is extended to
146 Avenue.
-or-
Motion to deny the request for Final Plat approval of GAD's Prairie.
Review Checklist:
City Engineer
Community Development Director
Assistant Community Development Director
CC: 6/26/07
-205—
