m� C c meek% n 5 <br />Two ;? - 7 / �;?dqb <br />Case #4: Request for Preliminary Plat and P relimin ary Site Plan for GADS <br />Prairie; Case ofWaron ritesky Construction <br />Community Development Director Trudgeon stated Aaron Stritesky submitted a <br />preliminary plat application to develop nine detached townhome units on the property <br />located to the west of Nowthen Boulevard and north of Iodine Street NW. The sketch <br />plan previously showed seven'lots with a temporary cul -de -sac, and now shows nine lots <br />without the temporary cul -de -sac. The property is approximately 1.7 acres in size and is <br />zoned R -2 Medium Density Residential, which allows up to seven units per acre. The <br />preliminary plat has been revised to indicate a public road through the property, as <br />requested by staff, and indicates the platting of nine lots currently. City Code requires a <br />cul -de -sac on the terminus of any public road, either temporary or permanent. Staff has <br />requested that a temporary cul -de -sac be installed at the end of Helium Street. Lots 1 and <br />2 would remain unbuildable with an access easement until Helium Street is extended to <br />the north. Mr. Trudgeon advised this is a difficult site due to the location on a county <br />road and the shape of the lot. Staff feels the detached townhomes are a good fit for this <br />particular property and bring diversity in housing. <br />Community Development Director Trudgeon advised the Planning Commission heard <br />this case on June 1, 2006, and unanimously recommended denial of the preliminary plat <br />based on the proposed road configuration. Staff would welcome all three property <br />owners working out a master plan, but that is not the case, and they need to deal with <br />what they have. After reviewing alternative road configurations, staff has decided that <br />the proposed road configuration most closely meets the City Code by providing future <br />street connections and, over time, reducing the overall access points to Nowthen <br />Boulevard. The current plan does not include a temporary cul -de -sac, which would <br />provide a turnaround for the proposed development. One of the contingencies of <br />approval recommended by staff is the installation of a temporary cul -de -sac and <br />conveyance of an access easement to the City across Lots 1 and 2. The other <br />recommended contingencies are receiving a rezoning to Planned Unit Development and <br />compliance with the City Staff Review Letter dated may 24, 2006, revised June 23, 2006. <br />City Engineer Jankowski advised staff has made a concession on this plat in allowing the <br />right -of -way immediately adjacent to the county road to be reduced to 45 feet, instead of <br />the typical 60 feet. The pavement width is proposed to be the standard 24 feet. Staff is <br />comfortable with the reduced right -of -way because the proposed Helium Street right -of- <br />way is adjacent to existing right -of -way for the County Road. The public right -of -way is <br />a better alternative than the private road proposed at the sketch plan stage. Mr. <br />Jankowski advised the proposed plat does not indicate a sidewalk on Helium Street; this <br />is generally acceptable to staff due to the requirement to construct a bituminous trail <br />along Nowthen Blvd NW. <br />Mayor Gamec asked if two lots would still need to be eliminated if there were to be a <br />bubble onto C.R. 45. <br />—218— <br />
