City Code discusses general and specific requirements for allowing zoning amendments to <br />Planned Unit Development (PUD). These criteria are as follows: <br />High Quality Design and Compatibility with Surrounding Land Uses <br />The surrounding land use is single - family residential. The lot sizes, house design, and density <br />specifications are not substantially different from the surrounding land uses. The submitted <br />building elevations indicate a single -level product with front porches and two -car garages. <br />Provision of a Wider Range of Housing: Types, Prices Ranges, and Slyles <br />The applicant is proposing to construct one -level living. This is a newly emerging housing option <br />targeted for primarily empty- nesters and seniors. However, it is unclear whether the proposed <br />housing units will provide a wide range of options. <br />Public Amenities and Open Spaces <br />Planned- Unit - Developments require 50% private or 20% public space. It appears as though the <br />proposal meets the 50% private open space requirement. There are no specific public amenities <br />or public open spaces proposed with this development. <br />Preservation of Natural Amenities and Scenic Qualities <br />There are no natural amenities or scenic qualities to this site. <br />Recommendation: <br />The planned -unit- development zoning option is designed to allow flexibility in land development <br />to encourage housing affordability, new techniques in building design, efficient use of public <br />infrastructure, energy conservation, preservation of desirable land characteristics, and/or mixed - <br />use development. The Planning Commission recommended adopting findings of fact favorable to <br />the applicant and recommended approval of the Planned- Unit - Development due to the access <br />limitations, the size and shape constraints of the property, and the need to accommodate a 10 -foot <br />trail. However, they did not recommend approval of the development with an overage in density. <br />Several property owners have expressed concern over the rezoning, stating that the development <br />should move forward in conformance with City standards for the R -1 Residential District. <br />The only viable method for preliminary plat approval in this case is to approve a zoning <br />amendment to PUD due to the overage in density, the non - conforming lot widths, and the non- <br />standard cul -de -sac radius that is proposed. The City Council reviewed the sketch plan for this <br />development and directed the applicant to work to achieve a development that meets the existing <br />zoning regulations. Given the direct comments from the City Council and the requirements in <br />City Code regarding the use of the PUD, Staff does not support this rezoning for the sole purpose <br />-246- <br />
