Associate Planner Dalnes stated included in the packet is a copy of the findings and <br />recommendations from the Maxfield workforce /senior housing research conducted for <br />the City of Ramsey. The study identifies market rate and affordable general occupancy <br />rental units as a housing need. The study indicates a need for 125 -140 additional units of <br />market rate, general occupancy rental units in Ramsey by 2010. Ms. Dalnes advised <br />staff is recommending approval of the site plan, contingent upon compliance with the <br />City Staff Review Letter dated May 31, 2007. <br />Mr. Roger Fink, Trident Development, stated he has several primary points he would like <br />to address regarding the site plan for Terrace Hills Apartments. These points include 1) <br />the proposed alignment; 2) landscape, screening and buffer included in the plan; 3) <br />exterior architecture of the building. He is prepared to talk about other aspects that the <br />Commission would like to discuss. Mr. Fink presented the original concept site plan for <br />Terrace Hills Apartments. He stated this site plan is the concept that was brought to City <br />Council in March and input was received from the City Council work session. Following <br />that they picked information up from Anoka County and WSB on the TH 47 realignment <br />proposal. He has laid the proposed alignment over how that might impact the prepared <br />plan, and from there they made site plan revisions to try to reposition all of the structural <br />improvements out of the right -of -way, only including asphalt parking that could be <br />changed in the future in this area. Based on staff s suggestion they have shifted the site <br />plan improvements even further to the west. Mr. Fink presented the revised site plan for <br />Terrace Hills Apartments. <br />Chairperson Nixt asked if the large area to the east of the development that leads up to <br />Dysprosium Street will be irrigated and landscaped. <br />Mr. Fink replied in working with staff they have developed a new grading plan that will <br />fill the existing stormwater pond on the west, leaving enough capacity to take care of <br />drainage of the property to the west and creating a new stormwater pond next to <br />Dysprosium. If the road realignment affects this area in the future the stormwater pond <br />would be a more economical acquisition for the City than to accommodate a new parking <br />location. <br />Chairperson Nixt noted there is a lot of traffic in the area of the stormwater retention <br />pond. He asked if the pond will be full or dry. <br />City Engineer Jankowski replied given the water table in that area, it is likely that it will <br />normally be a dry pond. <br />Mr. Fink explained there will be new plantings that would occur around the edges of the <br />pond, which would be between the parking lot and Dysprosium Street. He indicated <br />locating the stormwater retention pond in this area follows staff recommendation, <br />conforms with site plan standards, and allows them to preserve the parking ratio without <br />having an impact on the right -of -way. <br />—307— <br />
