Commissioner Van Scoy questioned if there are buffering requirements between R -2 and <br />R -3 districts. <br />Associate Planner Dalnes replied she believes there are. This can be reviewed by staff, <br />and it could be included in the Commission's recommendation. <br />Commissioner Van Scoy inquired about the possible need for a variance. He noted this <br />development is being moved very close to the adjoining site due to the potential for <br />Highway 47 coming through. <br />Associate Planner Dalnes replied she does not think a variance will be needed. The <br />setback is 30 feet, which meets the buffer requirement. However, landscaping would be <br />something that could be looked at. <br />Chairperson stated he appreciates the applicant's willingness to work with the City. <br />Unless the Commission is informed otherwise by staff, the assumption tonight is that the <br />code requirements will be met in the preliminary plat. He asked if the site plan will be <br />reviewed by the Commission again. <br />Assistant Community Development Director Frolik responded in the negative. <br />Chairperson Nixt questioned an apartment complex of this magnitude in the City being <br />approved by the Commission without a more thorough review. <br />Staff and the Commission discussed the review process. Assistant Community <br />Development Frolik explained there is not a preliminary plat associated with this <br />preliminary site plan, as it was previously platted with The Ponds of Ramsey. Only the <br />Town Center District requires preliminary and final site plan to be reviewed by the <br />Planning Commission and City Council. This site plan is likened to a commercial site <br />plan for a commercial building. <br />Mr. Fink stated Trident Development had preliminary drainage and utility plans all <br />prepared several weeks ago when they then learned that staff was recommending a <br />further shift to the west. This was recommended strongly enough that Trident <br />Development felt they should spend the extra money to have the plans redesigned, and <br />had some other technical aspects about the plan to resolve before that was completed. <br />Once that was established new plans were prepared, which were presented to Mr. <br />Jankowski tonight. <br />The meeting was recessed at 9:57 p.m. and reconvened at 10:04 p.m. <br />Mr. Fink provided a presentation of the revised drainage and grading plan for Terrace <br />Hills Apartment. <br />Chairperson Nixt inquired about the depth of the stormwater retention pond. <br />-309 <br />
