f. Certification of Unpaid Abatement Costs to County Auditor. On or before September 1 of each year, the Finance Officer shall list the total unpaid charges for each abatement against each separate lot or parcel to which they are attributable under this Ordinance. After notice and hearing as provided in Minnesota Statutes Section 429.061, the Council may then spread the charges against property benefited as a special assessment under Minnesota Statues, Section 429.101 and other pertinent statutes for certification to the County Auditor and collection along with current taxes the following year, or in annual installments, not exceeding ten, as the Council may determine in each case. 9. 5.19.05 Subd.1. Interference Prohibited. a. Interference. It is a misdemeanor for any person to prevent, delay or interfere with the City or their agents while they are engaged in the performance of duties set forth in this Section. SECTION 3. SUMMARY The following official summary of Ordinance #07 - has been approved by the City Council of the City of Ramsey as clearly informing the public of the intent and effect of the Ordinance. It is the intent and effect of Ordinance #07 - to amend Ramsey City Code Chapter 5 (Municipal Regulations) to implement an abatement program that will give the City the authority to enter onto property to correct City Code violations and assess the costs back to the affected property owner when the property owner fails to perform said corrections. The proposed abatement program includes provisions for appeals. SECTION 4. EFFECTIVE DATE The effective date of this ordinance is thirty (30) days after its passage and publication, subject to City Charter Section 5.07.
