CASE # 14 <br />REVIEW AGREEMENT WITH RAILROAD FOR CROSSING <br />IMPROVEMENTS AT SUNFISH LAKE BOULEVARD IMPROVEMENT <br />PROJECT #08 -20 <br />By: Leonard Linton, Civil Engineer II <br />Background: <br />The Ramsey Town Center AUAR identified area roadways that would need to be <br />upgraded. Sunfish Lake Boulevard was one of the roadways slated for upgrading due to <br />the existing operation and safety of the signal at Trunk Highway 10. Ramsey Boulevard <br />was upgraded with a center median, left turn lanes and traffic signals based on these <br />recommendations. Armstrong Boulevard was initially scheduled for 2007 construction; <br />however, the work was delayed due to the questions around the Ramsey Crossings <br />Project. Armstrong Boulevard is scheduled for 2008 construction. <br />Sunfish Lake Boulevard was also identified as needing improvements. The city entered into a <br />Joint Powers agreement with the county for these improvements, with the County being <br />responsible for coordinating the design and construction of the work on Sunfish Lake <br />Boulevard.' The work will include widening Sunfish Lake Boulevard to two lanes in each <br />direction plus turn lanes to and from westbound TH 10. The railroad crossing will need to up- <br />graded as part of this work. The signals will be constructed under a separate agreement with <br />MN/DOT. <br />Burlington Northern Santa Fe railroad does all of the design and installation of work within <br />their right -of -way and require an agreement to accomplish this work. The estimate for the track <br />improvements is $221,098. The signal work is not included in this estimate, it is split 90% <br />MN/DOT, 10% local agency. The railroad requires that the estimate be posted with a letter of <br />credit or a cash deposit. The City of Ramsey does not typically issue letters of credit. The cash <br />deposit will be required to execute the agreement. <br />The lead time fora project of this size is approximately 8 —10 months. This section of Sunfish <br />Lake Boulevard will be reconstructed in 2008. The timing of this construction will be <br />coordinated with the construction of Armstrong Boulevard so that both roads are not closed at <br />the same time. <br />Funding Source: <br />This work was anticipated in the Master Development Agreement for Ramsey Town <br />Center. The Regional Roadway Improvement Assessments are designated to help pay for <br />these improvements. <br />—333— <br />
